A central-bank rate is not automatically a live or executable price, and central-bank series are not interchangeable. For an actual transaction, use a suitable live market or execution source.
Why go to the central bank directly?
Direct access makes it easier to identify who published a rate, how the series is defined, when it was observed, and what limitations the publisher states. That can be more useful than relying on an API response that obscures or abstracts those details. It does not establish that every central-bank figure is more accurate than every generic API: no comparative accuracy statistic is established here.
Use the central bank as a source-selection principle, not as a blanket endorsement of every rate it publishes. The European Central Bank (ECB) and Bank of England (BoE), for example, attach materially different descriptions and caveats to their data.
First decide what price you need
Reference or historical data
For reporting, analysis, or historical records, a published reference or statistical series may fit, provided its definition and timing match your requirement. Record the observation date and the series identity rather than treating a number alone as a complete price.

A price for a transaction
A reference rate is not necessarily available to trade at. The ECB says its euro reference rates are published for information purposes and states: “Using the rates for transaction purposes is strongly discouraged.” That warning appears on the European Central Bank’s euro foreign exchange reference-rates page. For an execution price, consult an appropriate live market or execution source instead.
What to check before choosing a series
- Intended use: Is the value for information, statistics, accounting or regulatory reporting, or an actual transaction? Check whether the publisher’s terms and definition fit that use.
- Pair and base currency: Specify both currencies and which one is the base. Confirm whether the publisher provides a direct observation or derives a cross rate.
- Time meaning: Distinguish the observation time from the publication time. Check update frequency, non-publication days, and calendar conventions.
- Method and provenance: Read the series description for the inputs, calculation or aggregation method, and any validation or caveats.
- Access and operations: Confirm the API or download format, series identifiers, historical span, availability, licensing terms, and revision policy on that publisher’s documentation.
Central-bank examples are not interchangeable
ECB euro reference rates
The ECB says its euro reference rates are usually updated around 16:00 CET on working days, except TARGET closing days. The reference-rate process takes place earlier in the day, so the publication is a daily reference—not a continuously refreshed market feed. Check the ECB rate page for its purpose and publication caveats.

The ECB’s framework describes the currencies covered and how rates are sourced. For specified liquid currencies, it uses transactional firm quotes and, where available, trade rates from major FX platforms; it may use other sources to validate rates. When a direct euro rate is unavailable, it can derive a cross rate using the euro rate of a major liquid currency. Consult the ECB framework for the euro foreign exchange reference rates and verify the pair and series definition. A displayed rate should not be assumed to be a direct observation for every currency.
Bank of England spot data
The BoE describes its spot exchange-rate data as statistical data that do not constitute official rates and carry no special authority of the Bank. It says the data are prepared using multiple sources. See the Bank of England database and its series descriptions. The label “central-bank rate” alone therefore does not tell you what authority or intended use a series has.

Retrieve ECB observations through its API
The ECB documents an SDMX 2.1 RESTful web service. Its API documentation explains how series dimensions are represented in a key, how to select dates, and how to request CSV output. It includes an example for daily USD against EUR using the exchange-rate dataflow. Before using an example in production, verify the current dataflow and series definition in the ECB Data Portal API documentation.
Build your request from the current documentation rather than assuming identifiers or dimensions remain suitable for your use. The general sequence is:

- Use the documented series key and date parameters to select the observations you need.
- Request the documented CSV representation if that format suits your workflow, then parse and validate the returned observations.
- Store the publisher, series key, currencies, and observation date with each value so its provenance survives downstream use.
Make data handling safe
- Handle weekends, holidays, and other non-publication days explicitly. Do not silently label a prior observation as current.
- Do not assume another central bank exposes the same API, file formats, currency pairs, terms, or revision policy as the ECB; check the actual publisher’s documentation.
- If you invert a rate or calculate a cross rate, record the arithmetic and source observations. Do not present a derived value as if it were a direct published observation.
- Keep the observation date distinct from the retrieval or publication time, especially when comparing a daily reference series with a faster-moving source.
These checks help preserve the meaning of the source data; they do not turn a reference or statistical observation into an executable quote.
