There is no universal one-for-one replacement for Flock Safety cameras. A community choosing an alternative should first decide whether it needs automated license-plate recognition (ALPR), conventional video footage, integration with cameras it already owns, or a different safety approach with no ALPR deployment. These options do different jobs, so compare proposals against the same local safety goals, privacy rules, and contract requirements.
What counts as an alternative to Flock Safety cameras?
“Alternative” can mean a different ALPR vendor, ordinary video surveillance, software that integrates existing cameras, or choosing not to deploy ALPR. An ordinary camera may record footage without providing plate searches, cross-camera searches, networked alerts, or hotlists; confirm each capability rather than assuming it is included.
Berkeley’s May 2026 evaluation treated ALPR, fixed video, drones, analytics, and community-camera integration as distinct capability categories. Another ALPR or public-safety platform
Axon was among the vendors Berkeley evaluated, alongside Skydio, Brinc, Avigilon, and others. Their inclusion does not establish that each is interchangeable with Flock, currently available to every purchaser, or equivalent in features. Request current specifications, references, and a written proposal for the exact jurisdiction and deployment.

Conventional or existing-camera video
Fixed video may fit a community that needs incident footage but does not want the ALPR network model. Ask whether the proposed equipment recognizes plates, supports searches across cameras, or sends alerts; those functions should not be inferred from a camera’s ability to record video.
No ALPR deployment
A community concerned about persistent vehicle-location data can compare narrower camera coverage, tighter access rules, shorter retention, or non-camera measures with deploying ALPR. The materials cited here do not establish that any one approach produces equivalent crime outcomes in every community.

How to compare proposals
Compare the actual system and contract, not a vendor’s headline feature list. Berkeley’s evaluation considered product capability, data security, contract flexibility, pricing, interoperability, and vendor responsiveness. Its conclusions concern Berkeley’s needs and do not provide prices that can be applied to another jurisdiction.

Ask local officials and vendors to answer these questions in writing and against the same use cases. Berkeley reported that the Axon ALPR and fixed-camera software it evaluated at that time supported search but not alerts or hotlists; that finding is limited to the products and evaluation period, so verify current capabilities directly before purchasing. What vendors say about privacy—and what to verify
Vendor privacy pages describe company policies or platform controls; they are not independent audits of every local deployment. Confirm that the contract, configuration, agency policy, and actual user practices match the claims.
Flock Safety
Flock says its cameras do not use facial recognition, searches use vehicle characteristics, local agencies administer role-based access, and searches are logged. Flock’s FAQ describes seven-day default retention and says local legal requirements may require a different period. Its neighborhood Safe List lets residents mark or opt out a vehicle within that neighborhood system; Flock says this does not prevent the same vehicle from being detected by other cameras in its network. Axon says agencies own their content, nothing is shared by default, and agencies control retention and access. Check the applicable contract, product configuration, and local policy rather than treating a general platform statement as a guarantee about a particular deployment. Axon Data Privacy

Decide whether ALPR fits the safety need
Start by defining the specific problem the community wants to address, the information needed to respond, and who will use that information. Then assess whether plate recognition is necessary, or whether a narrower video system or another measure can meet the stated need with less data collection. The sources cited here do not establish that one camera configuration or policy is appropriate for every community.
