For digital designs evaluated against WCAG 2.2 Level AA, ordinary text needs a contrast ratio of at least 4.5:1; large text and certain non-text visuals need at least 3:1. Meeting those minimums makes content more perceivable, but contrast is only one part of accessible design.
How color contrast improves accessibility
Contrast is the difference in lightness between a foreground element and its background. Strong enough contrast makes text easier to read and helps people identify interface elements and meaningful visual details, including people with low vision or reduced contrast sensitivity. W3C describes the aim of the text requirement as providing enough contrast for people with moderately low vision or impaired contrast perception to read without contrast-enhancing assistive technology.
Contrast is not simply a matter of choosing different hues. Two colors can look distinct because they are different shades, yet have too little light-dark difference to make text or a control easy to distinguish. The relevant measure is relative luminance.
WCAG 2.2 AA contrast requirements
WCAG sets minimum ratios according to what the visual element does and, for text, its size. These are Level AA requirements; the covered non-text visuals are defined more narrowly than every decorative mark on a page.

These thresholds come from WCAG 2.2 Success Criteria 1.4.3 and 1.4.11. A ratio must meet the threshold without rounding up: 4.499:1 does not satisfy a 4.5:1 requirement. The text criterion has exceptions, including incidental or decorative text, text that is not visible, text in pictures containing significant other visual content, and text that is part of a logo or brand name. The non-text criterion excludes inactive components and cases where appearance is determined by the user agent and not modified by the author.
How contrast ratios work
The ratio compares the relative luminance of two colors. W3C gives the calculation as (L1 + 0.05) / (L2 + 0.05), where L1 is the lighter color’s relative luminance and L2 is the darker color’s. The lighter color is always the numerator, so the resulting ratio ranges from 1:1, identical luminance, to 21:1, the maximum for black and white.

This explains why hue alone cannot establish accessibility: a red and a green, for example, might have similar luminance. Check the actual foreground and background combination against the applicable threshold rather than relying on how different the colors look to you.
Where non-text contrast matters
Non-text contrast is about visual information people need to understand or operate an interface, not every border or illustration. Examples include a control’s visible boundary when needed to identify it, a selected state indicator, or a meaningful chart segment needed to understand the data. The relevant part needs sufficient contrast against adjacent colors.

For controls, consider whether someone can identify both the component and its state. A color change by itself may not be enough: a selected tab, error, or status should also have a distinct cue such as a shape, icon, underline, text label, or pattern. W3C separately advises designers not to use color alone to convey information.
Why passing the ratio may not be enough
WCAG ratios are minimums, not a guarantee that every person will find every combination comfortable. Thin strokes and small visual details can appear faint because of anti-aliasing, even when their underlying colors meet a nominal threshold. W3C advises considering thicker forms or contrast beyond the minimum where perception may be difficult.

Also review the rendered design, not just isolated color values. Images, overlays, transparency, and surrounding colors can affect the contrast people actually see. Where a graphic or control is important, a thicker shape, clearer boundary, or stronger contrast can make it easier to perceive.

- Identify what the color is doing. Is it text, a control, a state indicator, or a meaningful graphic? Decorative details may be treated differently from information people need.
- Choose the applicable threshold. Use 4.5:1 for ordinary text, 3:1 for large text, or 3:1 for non-text information covered by WCAG 1.4.11.
- Check the foreground against its actual background. Use relative luminance, not hue difference, and do not round a failing result up.
- Inspect the rendered element. Look for thin strokes, anti-aliasing, imagery, transparency, and overlays that may make an element harder to distinguish.
- Provide another cue for meaning or state. Pair color with text, shape, an icon, a line style, or another visible indicator.
