The UK named Air Vice-Marshal Tim Neal-Hopes OBE as the National Cyber Force’s second commander on 16 October 2023, making him the first member of the Armed Forces to hold the role. The appointment brought a military leader to the head of a joint defence and intelligence organisation; the announcement described a leadership change, not a change to the force’s mission.

Who was appointed, and what changed?

The Ministry of Defence, Strategic Command, the National Cyber Force (NCF) and GCHQ announced Neal-Hopes’s appointment on 16 October 2023. He succeeded James Babbage, the NCF’s first commander, who had taken a role at the National Crime Agency. The announcement described Neal-Hopes as the first member of the Armed Forces to hold the command.

Immediately before the appointment, Neal-Hopes was Director Cyber, Intelligence and Information Integration within UK Strategic Command. The announcement said his responsibilities as commander would include overseeing the NCF’s growth, integrating it more closely with other parts of government and with partners and international allies, and managing a planned headquarters move to Samlesbury in 2025. That was a plan announced in 2023; it does not, by itself, establish that the move took place. The appointment announcement gives the role and career context.

General Sir Jim Hockenhull, then Commander Strategic Command, welcomed the appointment: “I am delighted to congratulate Air Vice-Marshal Tim Neal-Hopes OBE on his appointment to Commander of the National Cyber Force.” Neal-Hopes said the NCF aimed to be “a vital tool of the UK’s statecraft” and to demonstrate responsible projection of cyber power. These statements express the leaders’ aims; they are not evidence of operational outcomes.

Why is a military-background commander significant?

The significance is institutional. The NCF combines defence and intelligence capabilities, and its command sits across that partnership. Neal-Hopes’s previous post in UK Strategic Command and his Armed Forces background place a military officer at the top of an organisation whose work also relies on intelligence, science and technology, and clandestine operational capabilities.

The appointment notice did not say that the NCF’s remit, authorities or operational posture changed. It described continuity in the force’s mission alongside a new commander and planned organisational development. The sources do not establish that the appointment itself produced a particular operational result.

What is the National Cyber Force?

The government says the NCF was established in 2020 as a partnership between defence and intelligence. Its stated purpose is to operate in and through cyberspace to counter threats and contest those who would harm the UK or its allies, while protecting and promoting UK interests at home and abroad. The 2023 announcement lists protecting the UK, furthering foreign policy, supporting military operations and preventing serious crime among its purposes. These are the government’s descriptions of the remit, not independent assessments of effectiveness.

  • Ministry of Defence: operational planning and defence expertise.
  • GCHQ: intelligence capabilities.
  • SIS, also known as MI6: agent-running skills and clandestine operational technology.
  • Dstl: science and technology expertise.

A 2023 government publication said planned growth would bring the NCF to roughly equal shares of MOD and intelligence-agency personnel under one command structure. That was a description of planned growth, not a verified current staffing breakdown. The government’s NCF overview and its publication Responsible Cyber Power in Practice set out the organisation’s remit and partnership.

Who is responsible for oversight?

The government says accountability for the NCF is held jointly by the Secretary of State for Foreign, Commonwealth and Development Affairs and the Secretary of State for Defence. It describes the force as operating within a well-established legal framework and consistently with UK and international law. Those are official descriptions; they should not be read as an independent legal assessment of any particular operation.

The 2023 government publication identifies the Intelligence Services Act 1994, Investigatory Powers Act 2016 and Regulation of Investigatory Powers Act 2000 as part of the framework. The details of how these laws apply depend on the circumstances and legal authorities for an operation.

Who is the NCF commander now?

The latest official named-incumbent statement identified in the available sources is a UK Parliament answer dated 17 October 2025, which named Neal-Hopes. That confirms the government’s answer on that date, not the officeholder on 4 October 2026. Official NCF and GCHQ listings reviewed do not confirm a later change, so Neal-Hopes should not be presented here as the confirmed current commander. The parliamentary answer is the dated source for the named-incumbent claim.
