An electromagnetic pulse (EMP) is a burst of electromagnetic energy. In warfare, the term can refer to a nuclear high-altitude EMP, but military forces also use the electromagnetic spectrum for a wider range of activities—such as jamming communications or attacking radar—that are not themselves EMP events. The distinction matters: effects depend on the source, what systems are exposed, and how those systems connect to power and communications networks.
What does EMP mean?
U.S. law defines an EMP as “a burst of electromagnetic energy.” It identifies high-altitude EMP (HEMP) and geomagnetic disturbance (GMD) as distinct categories. The definition appears in 6 U.S.C. §195f, in the preliminary 2026 edition containing laws in effect September 28, 2026.
An EMP is an event or pulse, not a synonym for every kind of electronic warfare. A nuclear detonation can generate an EMP, and solar activity can produce a natural geomagnetic disturbance. Military electromagnetic warfare is a broader set of operations that exploit or interfere with electromagnetic energy and the spectrum.
How do the main electromagnetic events differ?

How is electromagnetic energy used in warfare?
NATO describes military operations in all environments as using the electromagnetic spectrum to create effects in support of military objectives. Its electromagnetic warfare overview, updated March 22, 2023, lists activities including:

These activities can take place across air, land, maritime, space, and cyber domains. They illustrate the broader meaning of electromagnetic warfare; they should not be mistaken for a list of EMP attacks or taken as evidence of any particular weapon’s range, performance, or deployment.
What can an EMP affect?
Federal policy recognizes that human-made and naturally occurring EMPs can affect technology systems on Earth and in space, potentially disrupting, degrading, or damaging technology and critical infrastructure. Executive Order 13865, issued March 26, 2019, says an EMP “has the potential to disrupt, degrade, and damage technology and critical infrastructure systems.” The Department of Energy’s Office of Cybersecurity, Energy Security, and Emergency Response (DOE CESER) focuses in particular on risks to the electric grid and other networked infrastructure.

The outcome depends on the event and on the exposed equipment and infrastructure. There is no single damage radius or reliable blanket rule that all electronics will fail. A system’s connections matter: equipment may depend on electrical power or communications even if the equipment itself is not directly affected. HHS REMM notes that a device disconnected from electrical power may avoid direct EMP effects, but it can still become unusable if the communications infrastructure it depends on is disrupted.
How are systems protected and restored?
Protection is a resilience and engineering task, not a guarantee supplied by a universal consumer product. The federal framework in 6 U.S.C. §195f calls for work spanning research and development, threat assessment, warning, mitigation, response, and recovery, with responsibilities distributed among agencies. For example, DOE CESER works with federal and industry partners on HEMP risks to the energy system and has released unclassified waveforms for assessing potential susceptibilities in electrical systems and networked infrastructure.

DHS’s 2022 EMP Mitigation Best Practices document discusses assessing whether critical infrastructure needs protection and references military HEMP protection standards. A Defense Logistics Agency ASSIST catalog record, updated September 30, 2026, lists a standard titled High-Altitude Electromagnetic Pulse (HEMP) Protection for Ground-Based Facilities Performing Critical, Time-Urgent Missions Part 1 Fixed Facilities. The catalog record establishes that the standard exists and its stated scope; it does not show that all facilities are protected or establish the standard’s technical requirements.
For readers, the practical distinction is between protecting a specific mission or infrastructure system and preparing to respond when services are disrupted. Federal planning encompasses susceptibility assessment, targeted mitigation, warning, response, and recovery. The available sources do not establish that any particular retail shielding product guarantees protection.

Why the term “EMP attack” can be misleading
News or popular discussion may use “EMP” loosely for any disruption involving electronics. More precise descriptions identify the source and operational category: a nuclear HEMP event, a low-altitude detonation with source-region effects, a natural solar-driven GMD, or electromagnetic warfare such as jamming or radar interference. Those cases differ in cause, exposure, affected infrastructure, and response needs; treating them as interchangeable obscures what is known and what systems may be at risk.
