Direct broadcast satellite (DBS) is a satellite service designed to deliver signals directly to subscribers or the public. In the U.S. regulatory definition, it refers to signals transmitted or retransmitted by Broadcasting-Satellite Service (BSS) space stations in the 12.2–12.7 GHz band. Direct reception can be individual or community reception.
What does direct broadcast satellite mean?
Under 47 CFR § 25.103, the U.S. definition describes DBS as a radiocommunication service whose satellite signals are intended for direct reception by subscribers or the general public. The rule specifies the 12.2–12.7 GHz band and allows signals to be transmitted or retransmitted by BSS space stations.
The definition includes both individual reception, such as a signal received for one household, and community reception. The frequency range is part of the U.S. regulatory definition; it should not be treated as a universal definition or assumed to apply to every country’s frequency allocations.
How does DBS reception work?
A satellite transmits video programming toward receiving equipment at the viewer’s location. The FCC describes DBS television as being received directly by the public using dish antennas attached to homes or other structures. In practical terms, the satellite signal reaches the viewer’s receiving site rather than being received and retransmitted as an ordinary terrestrial broadcast.

For historical context, an FCC account of U.S. DBS authorization describes downlinks in 12.2–12.7 GHz and uplinks in 17.3–17.8 GHz, alongside interference-protection rules. Those uplink figures describe the historical authorization context, not a complete statement of current licensing.
How is DBS different from BSS?
Broadcasting-Satellite Service (BSS) is the broader term used in the FCC rules for a radiocommunication service in which space-station signals are intended for direct reception by the general public. The rule notes that this reception may be individual or community-based. DBS is the U.S. service term tied to the 12.2–12.7 GHz band in the regulation; the terms should not be assumed to have identical regulatory scope in every country.
