Tor routes a connection through a sequence of relays, each handling one layer of encryption, so no single relay ordinarily knows both who the user is and which ordinary website they visit.
What does “onion router” mean?
“Onion router” is older terminology for a Tor relay—not a home Wi-Fi router or a special consumer device. The Tor Project’s technical introduction describes the network as a collection of servers called relays, also known in older documentation as onion routers or ORs.
A relay is one server in Tor’s distributed network. Tor clients choose relays and connect through them using a multi-hop circuit. The “onion” name refers to the layers of encryption applied to traffic as it travels through that circuit.
How does traffic pass through onion routers?
For an ordinary connection, Tor Browser typically uses a circuit of three relays. The client negotiates a separate key with each relay and wraps traffic in successive encryption layers. Each relay processes the layer intended for it and forwards the traffic to the next hop; it does not ordinarily receive the full route.

- Entry guard: The first relay receives the user’s connection to Tor. It can see the user’s network address, but not the final destination from its position alone.
- Middle relay: This relay passes traffic between the entry and exit relays without being the user’s direct connection point or the destination-facing endpoint.
- Exit relay: For a connection to the ordinary public Internet, the final relay makes the connection to the destination website. The website sees a connection from the exit relay rather than the user’s ordinary IP address.
This division is intended to prevent any one relay from ordinarily learning both a user’s identity and destination. It is a privacy design, not a guarantee against every adversary or mistake. Tor’s explanation of its privacy and anonymity protections describes the protections and their limits.
Does Tor encrypt traffic all the way to a website?
Tor’s layered encryption protects traffic within the Tor circuit, but an exit relay connects to an ordinary Internet destination. Whether the connection is encrypted beyond that relay depends on the protocol used to reach the site. Use HTTPS for ordinary websites that support it; do not assume Tor by itself encrypts every application’s traffic end to end.

How are onion services different?
An onion service is a service available through a .onion address. Unlike an ordinary website reached through an exit relay, an onion service connection stays inside the Tor network. Tor describes onion services as providing location hiding and end-to-end authentication and encryption properties. The service’s location and the visitor’s ordinary network identity can both be concealed from each other.

What can and can’t an onion router protect?
Tor is designed to help keep a local observer from learning which sites a user visits and to keep destination websites from seeing the user’s ordinary IP address. Those are distinct protections, and neither amounts to a universal anonymity guarantee. Tor’s protections can be affected by the user’s behavior, the application in use, and the capabilities of an observer.
Tor Browser is the usual user-facing way to browse through Tor. The Tor Project says it is based on Firefox ESR with privacy modifications and warns that using other browsers over Tor can create deanonymization and information-leak risks. Its Tor Browser guide explains how the browser works.

Can relays help when Tor is blocked?
Tor also supports bridges: relays not listed in the public directory. Pluggable transports can make Tor traffic harder for a network to identify or block. Their availability and effectiveness depend on the network environment, so they should not be treated as a guaranteed way around censorship.
