CISA and the FBI warned satellite communications (SATCOM) providers and customers about cybersecurity risks on March 17, 2022. On May 10, CISA reported the U.S. government’s assessment that Russian state-sponsored actors had attacked commercial SATCOM networks in late February to disrupt Ukrainian command and control, with spillover impacts in other European countries. The public attribution states the government’s assessment; it is not a complete technical account of the attack.
What was the SATCOM cyberattack?
The incident concerned attacks on commercial satellite communications networks in late February 2022. On May 10, CISA said the U.S. government assessed that the attacks were intended to disrupt Ukrainian command and control during Russia’s invasion, and that their effects spilled over into other European countries. CISA’s bulletin reported that assessment and attributed the activity to Russian state-sponsored malicious cyber actors.
The statement establishes the U.S. government’s attribution, stated intent, and assessment of spillover. It does not provide a full public forensic account or establish a verified total of affected terminals, outages, or other impact figures.
What did CISA and the FBI warn SATCOM providers and customers about?
On March 17, 2022, CISA and the FBI issued a joint advisory warning of possible threats to U.S. and international SATCOM networks. They highlighted that a successful intrusion into a provider’s network could put customer environments at additional risk. The archived joint advisory was revised on May 10, 2022.
Its recommendations cover both provider and customer security practices:
- Watch network traffic: Monitor inbound and outbound traffic for anomalies, including unexpected connections between SATCOM terminals or between SATCOM networks and other network segments. Look for unauthorized use of remote-access tools and brute-force login attempts.
- Strengthen identity and access: Use multifactor authentication where possible, require strong unique credentials, audit accounts for unauthorized local or backup accounts, and apply least privilege.
- Limit trust between environments: Review provider-customer connections and remove unnecessary trust relationships that could allow an intrusion to spread.
- Protect data and systems: Use independent encryption across SATCOM links and strengthen operating-system, software, and firmware security through updates and secure configurations.
- Prepare to respond: Maintain incident-response, resilience, and continuity plans so that a cyber incident does not leave essential operations without a recovery path.
How does SATCOM security work across the system?
Satellite service depends on more than a spacecraft. A multinational guide published March 25, 2026, by Australian, Canadian, New Zealand, and U.S. agencies organizes the security picture across several connected parts. It is broad guidance for today’s LEO SATCOM services, not a new finding about the 2022 attack.

- Ground segment: Control centers, ground stations, gateways, and terminals.
- User segment: Devices, applications, and interfaces that customers use to access services.
- Communications links: The connections carrying data and commands between segments.
- Supply chain: The organizations, components, and services involved in building and operating the system.
Security must protect confidentiality, integrity, and availability across those parts. The guide discusses risks such as jamming, spoofing, interception, unauthorized command injection, weak credentials, unpatched components, compromised ground infrastructure, and supply-chain exposure. How can organizations evaluate SATCOM security?
Responsibility is shared between a SATCOM service provider and its customer. The 2026 multinational guide advises users procuring LEO SATCOM services to understand which security duties belong to them and which belong to the provider. Organizations can make that division concrete by asking providers about:

- Encryption for communications and authentication of command traffic.
- Access controls and monitoring for ground systems.
- Network segmentation and isolation between customer tenants.
- Logging, anomaly detection, incident notification, and response capabilities.
- Supply-chain assurance and how components are secured and maintained.
- Resilience, failover, and continuity arrangements if service or supporting systems are disrupted.
- The specific security responsibilities assigned to the provider and customer.
These questions extend the practical direction of the 2022 advisory: secure accounts and systems, monitor for suspicious activity, limit access and trust, and plan for recovery. The appropriate controls depend on the service architecture and the organization’s operational needs.
