No—not on every change. A team can run a trusted set of tests that are likely to be affected while a change is being developed, then run broader checks after merge, on a schedule, or before release. Run more tests when a change touches shared or core code, the selection system cannot confidently assess its impact, or the consequences of a missed regression are high.

The goal is not to run fewer tests at any cost. It is to get fast feedback without mistaking a narrow presubmit result for proof that the whole product is ready.

How can a team choose tests for a particular change?

One approach is dependency-based test selection. A build or test system tracks which tests depend on which code, then runs tests connected to the changed files—including indirect, or transitive, dependencies. Google described using this method to run affected tests for each change rather than every test in its codebase (Google Testing Blog, 2011).

This works best when dependency information is accurate and maintained. A system that cannot trace a changed configuration file, generated artifact, interface, or cross-component dependency may select too narrow a set. The selection result is evidence about likely impact, not a guarantee that unrelated behavior cannot break.

Product-specific test-impact tools can also have gaps. Microsoft’s Azure Pipelines documentation says Test Impact Analysis may fall back to running all tests when it cannot determine the impact of changed files, and recommends checking selection reports (Microsoft Learn: Use Test Impact Analysis). Review how a tool handles unknowns and fallback cases before relying on it.

What should the testing pipeline look like?

Separate the quick feedback needed to develop a change from the broader evidence needed to integrate and release it. The exact stages depend on the software and its risk; Google’s guidance on testing strategy recommends choosing a qualification process for the product rather than assuming one testing volume fits every case (Google Testing Blog, 2021).

  1. During development and presubmit: Run fast checks and tests selected as affected by the change. Include relevant unit and integration tests, plus static analysis or other checks required by the project.
  2. After merge or in continuous builds: Run a broader suite, including tests not selected for every individual change. Google’s described process distinguishes affected tests in presubmit from all project tests in continuous build (Google Testing Blog: Efficacy Presubmit).
  3. Before release: Qualify the build with checks appropriate to the release’s risk, including integration and end-to-end coverage of critical user journeys. A successful run of selected unit tests alone does not establish release readiness.

Testing layers answer different questions: unit tests check focused behavior, integration tests expose interactions, and end-to-end checks exercise important user flows. A useful strategy considers those layers alongside code and feature coverage (Google Testing Blog, 2021).

When should you broaden the test run?

Run all tests, or a substantially broader set, when selection is unreliable or the change has a wide potential impact. A project may define more precise triggers, but these are the main situations to examine:

  • Shared or core code: A change to a widely used library or central component can affect many parts of the product. Google Cloud documents a global presubmit example for core or widely used code; that is Google Cloud’s practice, not a universal rule (Google Cloud: Google Cloud’s approach to change).
  • Interfaces and shared configuration: Changes to public APIs, common configuration, build rules, or contracts between components may have effects that a file-to-test map does not capture reliably.
  • Test infrastructure or selection logic: Changes to the test runner, dependency graph, build system, or test-impact analysis can undermine the mechanism used to decide what is safe to skip.
  • Unknown or ambiguous impact: If the selection tool reports uncertainty, has no mapping for changed files, or cannot account for generated or cross-component behavior, use its documented fallback or broaden the run.
  • High-risk changes: For changes with serious user, security, data, or operational consequences, the cost of a missed regression may justify more comprehensive checks before integration or release.

Apache Airflow’s selective CI policy provides a project-specific example: it uses full-test triggers for certain core, API, and infrastructure changes while applying narrower checks to some localized edits (Apache Airflow: Selective CI Checks). Use its policy as an illustration of explicit rules, not as a template that every project should copy.

What can go wrong with selective testing?

The central risk is a false negative: the selection system predicts that a test is unaffected, so the test does not run even though the change has broken behavior it covers. Google’s account of presubmit testing explicitly identifies this risk (Google Testing Blog: Efficacy Presubmit).

Selection should therefore be treated as a mechanism to review and validate. Inspect reports, investigate failures found by broader post-merge runs, and check whether misses cluster around particular file types or dependency patterns. If the mapping is incomplete, improve it or broaden the relevant checks rather than assuming the omitted tests are irrelevant.

Flaky tests create a separate confidence problem: an intermittent failure makes it harder to tell whether a change caused a regression. Google’s 2016 account describes separating presubmit gating from post-submit release evaluation and managing flaky tests; its reported rate of about 1.5% of test runs with a flaky result was specific to Google’s historical account, not a general or current industry rate (Google: Flaky Tests at Google and How We Mitigate Them). A flaky failure calls for diagnosis and better signal quality, not silently dropping coverage.

Can faster test execution remove the need to select tests?

Not necessarily. Infrastructure can reduce the time or resource cost of running tests, while test selection decides which behaviors need checking at a particular stage. Bazel documents techniques including test sharding, remote execution, and dependency-aware execution (Bazel: The Bazel Code Base). Such techniques can make broader runs more practical, but they do not replace a sound plan for coverage and release qualification.

A practical decision rule

For each change, ask whether the system can reliably trace its impact, whether the touched code or contracts are widely shared, and what stage of the pipeline is being evaluated. If the impact is well understood and low-risk, run affected checks in presubmit and retain broader testing later. If the change is central, high-risk, or hard to analyze, widen the presubmit run. Keep reviewing selection misses and ensure broader tests still run often enough to provide integration and release confidence.
