Manage each GSTIN as a separate compliance unit, then build controls that connect the registrations without mixing their records or tax credits. First determine where your business must register from the facts of its establishments and supplies; then maintain a GSTIN-level calendar, reconcile each return, review cross-registration transactions, and allocate common input-service credit through the appropriate process. A customer in another state does not, by itself, settle whether you need a GSTIN there.
Why each GSTIN needs its own controls
Section 25 of the CGST Act provides for registration by state or Union Territory and treats separate registrations as distinct persons. In practice, a business with multiple GSTINs should track each registration’s status, outward supplies, returns, payments, notices, reconciliations, and input tax credit separately. Credit held by one state registration cannot simply be used to pay another registration’s liability, as CBIC explains in its FAQ.
Separate tracking does not mean ignoring links between registrations. If one GSTIN supplies goods or services to another, the transaction may have tax and documentation consequences even when both registrations belong to the same legal entity. The operating system therefore needs both a clear boundary for each GSTIN and a way to reconcile activity between them.
“When is registration in other state required?”
Start with the location and nature of the supplier’s activities and the applicable GST rules—not just the customer’s address. CBIC’s FAQ gives examples distinguishing supplies made from an existing state from supplies made from another state. It also illustrates that an inter-state customer does not automatically require the supplier to register in the customer’s state when the supply is made from the supplier’s own state.

Those examples are not a universal ruling for every business. Before opening a GSTIN, map the relevant facts and assess place of supply, the nature of the supply, applicable statutory exceptions, and current notifications. Consider the business’s establishments, warehouses, project sites, events, service teams, and actual supply flows. If the facts are complex or a special registration class may apply, obtain qualified GST advice rather than treating a customer’s location as the sole test.
Build a GSTIN register before building the filing calendar
Keep one controlled master list of all registrations linked to the business’s PAN. The GST Portal’s registration workflow asks for the state and PAN-linked legal name and displays registrations mapped to that PAN. Include operational ownership and the reason each registration exists, not just identity fields.
- Legal name, PAN, GSTIN, state or Union Territory, and registration class.
- Effective date, principal and additional places of business, and the business reason for the GSTIN.
- Authorized signatory, internal owner, and backup owner.
- Filing frequency, registration status, and links to notices or other status changes.
Review the list when the business adds or changes a location, starts a new activity, or receives a portal notice. Registration status and notices are ongoing operational controls, not fields to check only at setup.

Apply for a registration through the GST Portal
The GST Portal’s published application guide gives this starting path. The portal’s live instructions and the applicable rules should be checked when applying, because required evidence and special registration requirements can depend on the facts and registration class.
- Open Services → Registration → New Registration.
- Select the relevant State/UT and district, then enter the PAN-linked legal name and PAN requested by the application.
- Complete the portal’s OTP verification and continue through the application.
- Provide the requested business and place-of-business details and supporting information for the application.
- Check the application against the applicable registration rules and retain the submission and approval records with the GSTIN’s master file.
Run filing and payment obligations separately for each GSTIN
Create a calendar for every registration, with an assigned owner, backup, review checkpoint, and retained proof of filing and payment. Do not assume one universal deadline applies to every return, registration, or taxpayer category: obligations and filing frequency depend on the GSTIN’s profile and the rules for the relevant period. Check current portal notices and instructions when maintaining the calendar.
GSTR-1 reports outward-supply details. The GST Portal describes online preparation, use of its offline tool, and filing through third-party ASP applications via GSPs. It also says a nil GSTR-1 is required for an applicable taxpayer for a period with no activity; some taxpayer categories are excluded from filing GSTR-1. Confirm whether the form applies to each GSTIN rather than assuming that every registration follows the same obligation.

Reconcile the records before filing
Set a documented review checkpoint for each GSTIN and tax period. These are recommended internal controls; the cited guidance does not prescribe one universal reconciliation format.
- Compare sales registers with outward-supply reporting.
- Match invoices and credit or debit notes to accounting records.
- Compare purchase documents and available portal data with the input tax credit claimed.
- Reconcile tax liabilities with payments.
- Match inter-GSTIN transactions against the corresponding records at both ends.
Retain the supporting evidence by GSTIN and period so an exception can be traced to the responsible registration and corrected through the applicable process.

Review supplies between your own registrations
Map stock movements and cross-registration services, including shared staff, management support, and other arrangements. The Telangana Commercial Taxes Department’s third-edition registration handbook, dated November 2025, explains that separate registrations are distinct persons and that supplies between them may be taxable even without consideration, including stock transfers.

Do not treat a movement or internal service as automatically tax-free because the registrations share a PAN. For each transaction, assess the applicable valuation, invoicing, place-of-supply, and recipient-credit rules. The handbook is explanatory context; the tax treatment must be determined for the actual facts under applicable law.

Identify service invoices received centrally—such as common advertising, audit, or consulting services—and determine which distinct registrations use those services. CBIC says common third-party input services directly used by distinct persons across states should be appropriately invoiced or distributed using the Input Service Distributor (ISD) mechanism.
The November 2025 handbook describes ISD registration as separate and the mechanism as applying to common input services, not goods. Do not use ISD as a general solution for goods or assume that a centrally received invoice can be allocated informally. Check the current statutory implementation and the appropriate allocation method before processing credit.

Choose an operating model or software around control, not just filing
Centralized processing, state-level ownership, and GST software can all be assessed against the same practical control needs. A tool does not decide whether a registration is legally required; registration and credit questions that depend on facts need appropriate professional review.
- GSTIN coverage: Can the process keep records distinct across the business’s states, registration types, and GSTIN count?
- Data controls: Are user permissions, approval trails, source-document retention, and audit exports adequate?
- Reconciliation: Can the workflow handle outward supplies, input credits, inter-registration invoices, amendments, and exception queues?
- Filing hand-offs: Does it support the returns currently required, assign responsibilities, show nil-period obligations, and retain filing proof?
- Shared-service credit: Can the process identify common-service invoices and support the business’s ISD allocation workflow?
- Professional review: Is qualified help available for difficult registration, place-of-supply, or credit questions?
Keep portal checks part of the routine
Government forms, portal workflows, notices, notifications, and deadlines can change. Use the GST Portal to verify the current application instructions, each GSTIN’s filing profile, applicable forms, and period-specific due dates. Use CBIC guidance and the governing rules when assessing legal treatment, and have a qualified adviser review fact-sensitive questions.
