The original Grand Theft Auto: Vice City is a fictional city inspired primarily by Miami, especially its 1980s atmosphere and the imagery of Miami Vice. Grand Theft Auto VI returns to a modern-day Vice City, but places it within the wider fictional state of Leonida. Miami is a strong reference point, not a literal map key: the developers adapted real-world details to suit the game.
What is Vice City based on?
Vice City is based mainly on Miami. For the 2002 game, Rockstar’s designers drew on the city’s architecture, lighting and atmosphere, while reshaping its geography rather than reproducing Miami street for street. Rockstar North level designer Adam Fowler described the map as closely based on real Miami, but said the team avoided following it so rigidly that gameplay would suffer. GameSpot’s interview with Fowler provides that design perspective.

The inspiration was cultural as well as geographic. Interview material attributed to Rockstar co-founder Leslie Benzies says Sam Houser was particularly keen on Miami because of his love of Miami Vice. It also recounts a team visit to Miami to take in its atmosphere, lighting and architecture. The reproduced interview material offers that account; it is a recollection of the game’s development, rather than a formal map specification.
Why does the original game feel like 1980s Miami?
The original Vice City evokes the 1980s through its setting, fashion and style. Rockstar’s official game page describes it as coming from “the decade of big hair, excess, and pastel suits”; the game was released on October 27, 2002. Rockstar’s Vice City page establishes that period framing. The city’s connection to Miami is therefore filtered through a particular era and its popular culture, rather than presented as a portrait of contemporary Miami.

- Set in the 80s
- Power, glamour, and corruption
- More freedom of movement than ever before.
- Gangs are much more intelligent in this game, and so are pedestrians - don't worry, you've got all-new moves and weapons to face them with
That blend matters: Vice City is not simply Miami with different names. Academic analysis treats it as a hybrid of real-place references and popular-media imagery, an interpretation of the game rather than an official Rockstar explanation. The scholarly chapter on the game’s setting discusses that kind of mediated geography.
How does GTA 6’s Vice City compare with Miami?
Grand Theft Auto VI shifts the frame from the original game’s 1980s-inspired city to a modern-day Vice City. Rockstar describes the new setting as the state of Leonida, which includes Vice City and areas beyond it. The company’s December 5, 2023 announcement called Leonida “home to the neon-soaked streets of Vice City and beyond” — promotional language describing the game’s scope, not a claim that its map corresponds exactly to Florida. Read Rockstar’s announcement. Rockstar later characterized the setting as a return to modern-day Vice City. See Rockstar’s GTA VI page.

| Comparison | Original Vice City | GTA VI | Real Miami |
|---|---|---|---|
| Era | 1980s-inspired; Rockstar frames it around the decade’s style and excess. | Modern-day Vice City, according to Rockstar. | A real city, not a game-era recreation. |
| Geographic scope | A fictional city, designed with Miami as a close reference and altered for gameplay. | The fictional state of Leonida, which Rockstar says includes Vice City and beyond. | The real-world place inspiring key elements, not an official one-to-one game map. |
| Cultural reference | Miami’s atmosphere and architecture filtered through 1980s popular imagery, including Miami Vice. | A modern setting; Rockstar’s cited descriptions establish the era and scope, not a full inventory of its cultural influences. | The source city whose atmosphere and built environment informed the original game. |
Is GTA 6’s Vice City an exact version of Miami?
No official source cited here establishes a complete, one-to-one mapping between GTA VI landmarks and locations in Miami. Rockstar confirms Vice City’s place within Leonida and describes the setting as modern-day; the older developer accounts explain how Miami informed the original game. Those are different kinds of evidence, and neither makes fan-made landmark matches official.
For the original game, the clearest design account supports a practical adaptation: Miami was a close reference, but gameplay shaped the map. For GTA VI, treat Miami comparisons as interpretation unless Rockstar confirms a specific correspondence. A recognizable-looking coast, neighborhood or building may evoke Miami without being a verified replica of a particular real location.
