There is no confirmed single “China’s Hugging Face.” Recent reporting names ModelScope and MoArk as contenders for Chinese-speaking developers, while OpenCSG and OpenI serve related but differently scoped roles. The competition is over developer infrastructure—where people find, share, evaluate, and deploy AI models—not a settled ranking of platforms.

What “China’s Hugging Face” means

Hugging Face is known as a place to host and discover models and datasets, share work, and build around an open-model ecosystem. Applying its name to Chinese platforms is a shorthand for a similar infrastructure ambition, not proof that any one service matches Hugging Face in reach, features, or community activity.

A September 29, 2026 Rest of World report identifies ModelScope and MoArk as platforms competing to serve Chinese-speaking developers. The available reporting does not establish a winner or provide comparable adoption measures, so “vying” is more accurate than “replacing.”

Which platforms are in the conversation?

ModelScope: models and datasets

ModelScope describes itself as “The open-source hub for hosting AI models, datasets, and more.” Its official description says the platform was founded in June 2022 by Alibaba’s Institute for Intelligent Computing and the CCF Open Source Development Committee. See ModelScope’s site for its own platform description. That establishes its stated focus, but not its current catalogue size or relative activity.

MoArk: a reported contender, with fewer verifiable details

Rest of World names MoArk alongside ModelScope in its report on services competing for Chinese-speaking developers. The available account does not support a detailed feature-by-feature description of MoArk or a claim about its traction. It is therefore best treated as a reported contender, not a proven peer in scale or scope.

OpenCSG: model community plus enterprise and agent tools

OpenCSG describes itself as an open-source model community and enterprise AI platform. Its platform description lists model storage, management, discovery, and sharing, as well as agent testing and agent lifecycle management and orchestration. Those stated capabilities give it a broader enterprise-and-agent emphasis than a straightforward model-and-dataset hub. Its own description is available at OpenCSG; it is not an independent feature evaluation.

OpenI and the surrounding infrastructure

OpenI, also called 启智社区, presents itself as an AI collaboration and open platform. Its official result mentions recognition in the 2024 Sci-Tech China open-source innovation list, but that does not establish its current catalogue breadth or participation. See OpenI’s site.

Other Chinese projects address parts of the ecosystem rather than necessarily competing as general-purpose model hubs. Hugging Face’s ecosystem overview names FlagOpen, OpenDataLab, and OpenCompass in connection with toolchains, evaluation systems, data platforms, and deployment infrastructure. These services can complement model hubs; calling them direct Hugging Face equivalents would blur the distinction between a hub and the systems around it.

How to compare the platforms fairly

Available descriptions show differences in stated scope, but there are no comparable tests or user measures here to score the platforms. A useful evaluation should ask the same questions of each service:

  • Artifacts: What can developers host—models, datasets, code, or other resources—and how broad and current is the catalogue?
  • Discovery and documentation: Can users search effectively, understand model requirements, and find reliable usage instructions?
  • Contribution: What tools support collaboration, versioning, discussion, and sharing work?
  • Deployment and enterprise controls: Does the service support deployment, compute, access management, or agent workflows, and under what terms?
  • Access and localization: How well does it work for the intended users, including Chinese-language discovery and practical access from their location?
  • Licensing and portability: What do the licenses permit, and can users move models, data, and workflows elsewhere?

These criteria matter because “open source” is not a single guarantee. A platform may host models with open weights without providing all the code, data, licenses, or reproducibility needed for a fully open system. The available platform descriptions do not establish a like-for-like audit of hosted models’ licenses or openness.

Why the wider open-model ecosystem matters

Chinese model development and adoption are relevant context, but activity on Hugging Face should not be mistaken for usage of a China-based hub. Hugging Face’s February 3, 2026 ecosystem article reports that by mid-2025 more than 113,000 models used Qwen as a base and more than 200,000 repositories were tagged Qwen. In the same account, it compares those figures with 27,000 Llama derivatives and 6,000 DeepSeek derivatives. These are Hugging Face’s figures for activity on its service, not ModelScope user or contributor counts. Read its account at Hugging Face’s ecosystem article.

The U.S.-China Economic and Security Review Commission’s March 23, 2026 report summary describes the national approach this way: “China has opted to go all in on an open-source approach to AI.” That is the Commission’s characterization, not a measured assessment of platform adoption. Its report cites more than 100,000 Qwen derivatives on Hugging Face as of March 2026, again a figure about a model family’s activity on that service rather than a comparison of domestic platforms. What is—and is not—known about a winner

The available evidence supports describing a field of contenders, not naming a leader. No comparable figures for active users, contributors, retention, or traffic were established for ModelScope, MoArk, OpenCSG, and OpenI. Platform descriptions are largely self-reported, and the cited reporting does not supply a common measurement method across them.

ModelScope is the clearest match to the model-and-dataset-hub shorthand in the platform’s own description. OpenCSG states a wider enterprise and agent-management remit. MoArk is named as a contender in recent reporting, while OpenI and infrastructure-focused projects belong to the adjacent collaboration and tooling landscape. Those distinctions help define what to investigate, but they do not rank quality or popularity.
