A cable headend is the central location on a cable network that injects broadcast video and other signals into the network for downstream delivery. It is a network facility or function—not a subscriber’s cable box or modem. The International Telecommunication Union (ITU-T) gives this definition in Recommendation J.1, dated December 2025.

What does a cable headend do?

The headend is where signals enter the cable distribution network and begin moving toward customers. ITU-T defines a headend as “the central location on the cable network that is responsible for injecting broadcast video and other signals in the downstream direction.” ITU-T Recommendation J.1 (December 2025) uses the glossary term “headend”; “head end” and “head-end” are common spelling variants.

In practical terms, a cable operator brings video and other service signals into this central network location and distributes them downstream through the cable system. The definition describes the headend’s role in the signal path, not a fixed room layout or a universal list of equipment.

How is a master headend different from a distribution hub?

A master headend has a broader aggregation role: it collects television programming from sources such as satellite, microwave, fibre and other means, then distributes that material to distribution hubs in the same metropolitan or regional area. ITU-T also notes that a master headend may serve customers in its immediate area by performing distribution-hub functions there. ITU-T Recommendation J.1

This distinction describes roles, not a mandatory network blueprint. Operators’ exact layouts and equipment can vary; the glossary does not prescribe a universal topology.

How does the headend relate to cable broadband?

The headend is associated with broadband infrastructure, but it is not defined by one particular broadband device. A cable modem termination system (CMTS) may be located at either a cable headend or a distribution hub. ITU-T describes the CMTS as implementing the DOCSIS radio-frequency interface media-access control and connecting to cable modems over a hybrid fibre/coax (HFC) access network. ITU-T Recommendation J.1

  • Headend: The central cable-network location that injects downstream signals.
  • CMTS: Network-side broadband equipment that may be located at a headend or a distribution hub.
  • Cable modem: Subscriber-location equipment that connects over the HFC network; it is not the headend.

These terms describe different parts of the network: a facility or network role, operator-side equipment, and customer-side equipment.
