Short answer: a payment processor can manage checkout, invoices and payment-status notifications, but it does not make an on-chain transaction final merely because it has been broadcast. If your system sees a Bitcoin payment in the mempool but it has not yet been confirmed, treat it as pending unless you have deliberately accepted the risk of fulfilling before confirmation. A self-hosted option such as BTCPay Server adds invoice and checkout workflows while payments go to wallets you control.
What “unconfirmed” means for a Bitcoin payment
An on-chain transaction is broadcast to the network before it is included in a block. Seeing it in the mempool means it has been observed, not that it has received confirmation or the protection that block inclusion provides. A transaction may take time to confirm, and accepting it before confirmation exposes a merchant to double-spend risk.
The Bitcoin Developer Guide identifies accepting unconfirmed payments as a case that can require double-spend risk analysis. For high-value or fraud-sensitive payments, it advises waiting for at least six confirmations; that is guidance for those risk cases, not a universal requirement for every order. How the three acceptance models differ

BTCPay Server is a middle ground between a managed processor and ad hoc wallet acceptance: it supplies payment workflow software while the merchant retains wallet control. Choose fulfillment timing by the order’s risk
There is no confirmation count that is right for every merchant or every purchase. Set a policy based on what could be lost, how likely a payment is to be challenged, and how reliably your system can observe payment state.
- Reversibility: a cancellable booking or revocable digital entitlement is different from handing over a physical item that cannot be recovered.
- Value and incentive: larger or fraud-sensitive orders make pre-confirmation fulfillment riskier. The Bitcoin Developer Guide’s recommendation of at least six confirmations applies to high-value or fraud-sensitive cases, not automatically to every transaction.
- Operational control: a managed provider supplies a defined invoice and notification workflow; direct acceptance or self-hosting makes payment detection, integration and monitoring the merchant’s responsibility.
- Failure response: decide in advance what happens if a transaction conflicts with another spend, remains unconfirmed, or the order system receives an incomplete or delayed status update.
If you choose to fulfill before confirmation, treat that as a business risk decision, not as a guarantee supplied by a mempool observation. The available sources do not establish that a named provider insures merchants against double-spend losses or specify who bears those losses under every service’s terms.

Preserve payment states in your checkout integration
Do not collapse “payment observed” and “payment accepted” into one order status. BTCPay’s integration guide defines InvoiceProcessing as a full payment observed in the mempool and InvoiceSettled as the point at which the configured confirmation policy has been reached. Keep those states distinct in the order workflow. BTCPay Server eCommerce Integration Guide.
For BitPay, an IPN is a notification rather than a secure source of truth. BitPay advises merchants to fetch the invoice status after receiving an IPN and recommends fulfilling only when the invoice is Confirmed or Complete. - Receive a processor notification or detect a transaction, but do not treat the notification itself as authorization to fulfill.
- Retrieve or verify the authoritative invoice or transaction status using the provider’s documented method.
- Map that status to an explicit order state, keeping a mempool-seen or otherwise pending payment separate from confirmed or settled payment.
- Release goods or services only when the status meets the confirmation policy you selected for that order’s risk.
Processor confirmation policies are provider-specific
BitPay says it requires six BTC confirmations before BTC funds are credited to a merchant account. This is BitPay’s policy for crediting BTC, not a universal confirmation rule for all processors or direct wallet acceptance. BitPay also notes that confirmation times are determined by the Bitcoin network, so the policy does not promise a fixed checkout wait. BitPay: When will my payment confirm?.
Before integrating any processor, establish what its invoice states mean, when funds are credited, how notifications are authenticated or verified, and what its merchant terms say about disputed or conflicting transactions. Those terms vary; do not infer loss protection from the presence of a processor status or webhook.

Lightning is not zero-confirmation on-chain acceptance
Lightning is a different payment route, not an on-chain transaction that has zero confirmations. BTCPay documentation describes Lightning payments as settling without on-chain confirmations. Keep Lightning settlement handling distinct from a policy that accepts an unconfirmed on-chain transaction. BTCPay Server User Guide.
Operating a self-hosted setup
BTCPay Server gives merchants invoice and checkout capabilities while directing payments to wallets they control, but self-hosting transfers infrastructure responsibility to the merchant. The server, node, integration and monitoring need to work reliably for payment detection and order updates. BTCPay also documents mempool-related behavior that can affect double-spend detection; review the BTCPay Server Wallet FAQ when configuring a wallet workflow.
