Telegram reported a distributed denial-of-service (DDoS) attack on June 12, 2019, while anti-extradition demonstrations were taking place in Hong Kong. CEO Pavel Durov said the attack traffic came mostly from China, but the reporting did not establish who operated the attack or whether any government directed it. Telegram described connection disruptions, not a breach of user data.
What happened to Telegram on June 12, 2019?
Telegram announced that it was experiencing a powerful DDoS attack. The Washington Post reported that the company described its servers as receiving large volumes of “garbage requests,” which interfered with users’ connections and the handling of legitimate requests.
A DDoS attack—short for distributed denial of service—floods a service with traffic or requests until it struggles to serve normal users. The intended effect is to disrupt availability. Reports of the June 2019 incident described connection problems; they did not report that attackers stole Telegram account data.

“Hacked” can mean different things, but the available reports describe an availability attack, not a confirmed intrusion into accounts or a theft of user information. Telegram said the incoming requests did not threaten user data. That statement addresses the attack as Telegram described it; it is not evidence about every possible security issue unrelated to this incident.

Reuters described DDoS attacks as capable of causing partial or full service interruptions. Telegram later said its service had stabilized, but the reporting does not provide a reliable count of affected users or a precise outage duration.
What did Telegram’s CEO say about China and Hong Kong?
Durov said the attack originated from IP addresses “coming mostly from China” and that it coincided with the Hong Kong protests. He also described earlier attacks Telegram had experienced as “state actor-sized,” and said, “This case was not an exception.” Those are Durov’s assessments, as reported by Reuters—not an independent forensic finding identifying the June 12 attackers.

The reported “200-400 Gb/s of junk” figure refers to historical attacks Durov characterized as state actor-sized. It is not a verified measurement of the June 12, 2019 attack and should not be treated as one.
What the China connection does—and does not—show
An IP address that appears to be located in a country does not, by itself, establish who controlled it, who organized an attack, or why. The timing alongside protests likewise does not prove that the demonstrations were the attackers’ target. The reviewed reporting does not establish that the Chinese government ordered or conducted the attack. Reuters reported that Chinese agencies did not immediately respond to requests for comment; Foreign Ministry spokesman Geng Shuang said he was unaware of the situation when asked about Durov’s allegation.

Why the timing mattered in Hong Kong
The attack coincided with demonstrations against a proposed extradition bill that could have allowed people in Hong Kong to be extradited to mainland China. Protesters used Telegram for coordination. A 2021 qualitative study, based on interviews with 11 participants, later described the app’s use for internal communication and on-the-ground collective action. Those interviews document the practices of the participants, not how commonly Telegram was used by every protester.
