Neither plant-based nor meat-based school meals have a proven overall advantage in nutrition, cost, or student acceptance. The most useful comparison is between specific meals: whether they meet school meal standards, what they cost to prepare, and whether students select and eat them. U.S. schools already serve menus without animal-based proteins, and a small, older cafeteria study found students bought the vegan options tested—but that evidence does not establish a nationwide preference or a cost winner.

What the comparison can—and cannot—tell you

“Plant-based” and “meat-based” describe ingredients, not the quality of an entire meal. A meal’s nutritional value depends on its recipe, portions, preparation, and how it fits into the rest of the day’s menu. Likewise, a school’s ingredient costs do not by themselves establish total production cost or whether students will eat the food.

For U.S. school breakfast and lunch programs, federal meal-pattern rules provide the planning framework. USDA guidance allows flexibility for plant-based foods, including beans, peas, lentils, eggs, and tofu as breakfast meat alternates. A particular ingredient or recipe does not automatically make a full meal compliant; the meal as served must meet applicable requirements. See USDA’s updated school nutrition standards.

Nutrition depends on the food and the full meal

A 2010 study by Eckart, Strong, Moppert, and Barnard compared specific vegan cafeteria items with competing foods in elementary and middle schools. The tested vegan items had less total fat, saturated fat, and energy, and more dietary fiber. Those findings describe the foods measured in that study. They do not show that all plant-based meals have that profile, or that meat-based meals do not.

For a meaningful school-menu comparison, assess the full recipe and portion against the meal pattern, rather than treating either label as a nutrition score. Recipe analysis should account for the foods served together and their preparation.

What the available cost figures mean

USDA’s national School Nutrition and Meal Cost Study examines school meal operations, nutrient content, costs and revenues, participation, dietary intake, and plate waste. Its overview does not provide a direct, matched comparison of plant-based and meat-based meal production costs.

A separate USDA operations summary reports that the average price charged for a paid lunch was $2.99 in school year 2022–23, compared with $2.49 in 2015–16—a 20% increase. These are paid-lunch prices in the summary’s survey context, not the cost to produce a lunch and not a comparison of menu types. The same summary reports that 43% of surveyed school food authorities offered a breakfast menu without animal-based proteins at least weekly in 2022–23, and 27% did so for lunch. Those figures describe reported menu frequency, not the share of meals students selected or ate. See the USDA School Nutrition and Meal Operations Study.

The relative production cost of plant-based and meat-based meals remains unresolved by these sources. A fair local comparison would use the same method for both and account for serving size, nutrition requirements, ingredients, labor, purchasing scale, preparation, and waste. It would be misleading to assume either category is always cheaper based on one ingredient or product.

Student acceptance: a promising result, not a national verdict

In the 2010 study, vegan items were offered once a week for four weeks in elementary and middle school cafeterias in one demographically diverse district. On study days, the vegan options accounted for more than half of the average meals sold per school. Managers reported that the tested items were easy to prepare. The authors concluded, “Students are willing to purchase vegan options offered in the school lunch line.”

That result shows that students bought the specific options offered in that setting. It is not a national preference estimate, and it does not establish that acceptance persists across different menus, age groups, or districts. USDA’s national study covers satisfaction and plate waste, but its overview does not report those outcomes as a plant-versus-meat comparison.

CDC guidance identifies appealing meals, student and parent input, and sufficient time to eat as participation considerations for school meals. It recommends at least 10 minutes for breakfast and 20 minutes for lunch. These factors matter regardless of whether a menu is plant-based or meat-based. See CDC guidance on school food service.

A district deciding between menu options—or deciding how to offer both—can evaluate actual meals rather than relying on category-wide assumptions:

  • Acceptance: Review sales, student feedback, and plate waste for the specific dishes served; familiarity and school context can affect results.
  • Operational feasibility: Consider staffing and preparation. The 2010 study’s managers found their tested items easy to prepare, but that finding may not transfer to every recipe or district.
  • Access and choice: Consider whether students can choose among options and whether menus reflect community preferences. USDA’s flexible planning framework and CDC’s advice to gather student and parent input support this approach.

Local sales and feedback can help identify which dishes work, while recipe and cost records show whether they meet nutritional and operational needs. These measures answer a more practical question than whether one broad category is universally better.
