Preserve files with a repeatable process, not a supposedly permanent drive or file type: keep an untouched copy of the files as received, make separate copies, check that copies remain intact, record what is needed to identify and open them, and plan to move files to new media or formats when necessary. For some materials, retaining the original alongside a migrated copy—or using emulation—offers a better balance than relying on conversion alone.

First, distinguish the two preservation problems

A discontinued storage device and an obsolete file format are different risks. A disk, tape, or optical disc may become difficult to read even when its files are in a common format. Conversely, a file may remain intact on a working drive but depend on software that no longer opens or renders it properly. Some archives face both problems.

The Library of Congress describes migration, emulation, and hybrid strategies as preservation approaches. It also says custodians need to replicate files onto new media as technology changes and retain information that helps people render and understand the files. Its Sustainability Factors page was last updated June 18, 2024.

Use a preservation workflow

1. Inventory the files and their dependencies

Before copying or converting anything, list the folders and files, note extensions and known applications, identify the storage medium and any reader it requires, and mark which files matter most. Preserve relevant documentation, encryption keys, licenses, configuration files, and contextual information when available and lawful. An extension alone may not identify a file’s full format or the software it needs.

2. Keep the files as received

Make an untouched source copy before attempting repairs or conversion. Keep transformed versions clearly distinguishable from the originals. The Library of Congress describes maintaining an authentic, accurate copy in the form received while allowing appropriate preservation actions such as repair or format transformation; see Maintenance of Original Formats.

3. Make separate copies

Keep more than one copy, separated enough that a single device failure or incident will not destroy them all. An external hard drive can be one destination for an additional copy, but one drive is not a long-term preservation plan: media can fail or become obsolete. Plan to copy files onto new media over time rather than depend on one device indefinitely.

4. Verify copies and keep a record

Check that files copied correctly and compare them again over time. A cryptographic checksum can help detect whether a file’s bitstream has changed. Record the date, result, method or tool, and any corrective action. The Library of Congress-hosted PREMIS Data Dictionary for Preservation Metadata, Version 3.0 defines a fixity check as verifying that a file or bitstream has not changed during a given period.

If a check finds a mismatch, investigate before replacing a known-good copy. A discrepancy may indicate corruption or an incomplete transfer; use a verified intact copy as the source for recovery when possible.

5. Preserve the context needed to use the files

Keep descriptive and technical information that helps identify, render, and interpret the content, along with records of its custody and integrity checks. The Library of Congress identifies representation, reference, context, fixity, and provenance information as relevant metadata categories. For software-dependent files, include the application, version, settings, and dependencies if known.

What to do when a file format is obsolete

Start by identifying the format and what the file must still be able to do. A readable document, a dataset that must retain exact precision, and an interactive work dependent on old software have different preservation needs. The Library of Congress’s Recommended Formats Statement — Resources gives category-specific guidance, not one universally suitable format for every file or user.

Migration: create a more accessible representation

Migration converts a file into another format, often to make it easier to open with available software. Compare the result with the original for content, functionality, and fidelity; record the tool, version, settings, date, and validation results. Conversion is not automatically lossless. The Library of Congress notes that transformation of some datasets can risk loss of precision or accuracy, so keep the original bitstream and validate the converted output.

The 2025–2026 Recommended Formats Statement, designed primarily for published content and the Library’s institutional capabilities, lists category-specific characteristics. For textual works, its summary includes XML-based markup with accessible schema or style resources and page-layout formats such as PDF/A and PDF/UA. For datasets, it favors platform-independent, character-based formats when these preserve completeness, detail, and precision. Choose based on the actual material and its use rather than treating any one recommendation as a universal rule.

Emulation: recreate an older environment

Emulation aims to reproduce an older software or hardware environment so the original file can be rendered. It may suit software-dependent works whose behavior or features would not survive a simple format conversion. Its feasibility depends on whether the environment and its dependencies can be documented and maintained.

Hybrid: retain the original and add another route to access

A hybrid approach keeps the original while also migrating selected files or preserving an emulated environment. It can be useful when future readability matters but the source’s authenticity, functionality, or evidentiary value also matters. The trade-off is additional storage and maintenance work.

For any migration or emulation, document what was done and retain the source. The Library of Congress describes these approaches in its digital-format sustainability guidance.

What to do when the storage device is discontinued

If files are on a failing or unsupported disk, tape, optical disc, or other medium, prioritize making a verified copy while a compatible reader still works. Record the source medium and transfer process. Check the copy before treating the transfer as complete, then retain it on separate media and revisit it over time. PREMIS defines media migration as copying an object to another storage medium because the original medium is in danger of obsolescence.

If the original device still works, do not wait for it to fail before planning a transfer. If it does not, avoid repeated attempts that could worsen a failing medium; seek a capable recovery service when the files are important and the data cannot be read reliably. The preservation sources cited here do not establish a particular service or recovery method as best for every device.

Choose the approach that matches the files

Approach Useful when Key checks
Original plus migrated copy You need a more widely readable representation but also need to retain the source. Compare fidelity, retained features, available tools, and whether the output can be validated.
Migration A suitable newer format preserves the content and functionality you need. Document conversion settings and validate the result; some transformations can lose precision or accuracy.
Emulation Rendering or behavior depends on an older software or hardware environment. Assess whether the environment and its legal and technical dependencies can be documented and maintained.
Hybrid strategy Original files need to remain available while selected material also needs migration or emulation. Balance the value and complexity of the files against added storage and maintenance work.

The right choice depends on the content, the fidelity and functions you need, available tools, and your ability to maintain copies and metadata. The Library of Congress Recommended Formats Statement also says files should not include DRM or encryption that prevents access or use; handling protected material must still respect applicable rights and agreements.
