For most Linux users, no: removing support for original 386-class processors affects people trying to run a current Linux kernel on that very old hardware, not ordinary x86 computers or all 32-bit Linux systems. The change is also broader than Intel alone: the kernel’s documentation identifies 386 variants from several manufacturers.
What Linux changed
The Linux kernel’s historical repository record names the change “Nuke 386-DX/SX support.” Current x86-32 processor configuration documentation says that 386 and 486 processors are no longer supported, and lists 386DX, DXL, SL, SLC and SX variants from AMD, Cyrix and Intel.
So the headline’s Intel reference points to a familiar 386 family, but Intel was not the only manufacturer affected. The practical boundary is the old processor family, not the x86 architecture as a whole.
What the change does not mean
Linux did not drop x86 support, nor did it end support for every 32-bit system. The current configuration remains an x86-32 processor-family setting; its documentation explains that this selection is an optimization choice and cautions that a kernel built for a newer processor family may not run on an older one.

Linux’s README describes the project as having started on 386-or-higher x86 PCs and now running on many other architectures. The removal is therefore a historical bookend in Linux’s development, not a change that makes Linux irrelevant to modern PCs.
When does it matter?
If you use an ordinary Linux PC
For people running Linux on typical newer x86 hardware, this particular minimum-CPU change has no practical consequence. That conclusion follows from the narrow hardware boundary: it concerns original 386-class processors, not newer x86 computers.

If you are preserving or using a 386-era computer
It matters if your goal is to boot a current Linux kernel on original 386-class hardware: that processor family is no longer supported. The current configuration documentation also lists 486 processors as unsupported, so the stated boundary is not limited to 386 CPUs.
If you are studying Linux history
The change is notable because the 386-or-higher PC was where Linux began, according to the project README. It marks a shift away from supporting the project’s original hardware baseline, while leaving the broader x86 and Linux story intact.

When did support end, and why?
The repository record places the removal in the 2012-era development history. The available sources do not establish an exact release date through a primary release announcement, so it is more accurate to describe this as a historical change than to assign it to a specific release.
The current processor-configuration documentation explains the general purpose of family selection—optimization—and warns about compatibility with earlier processors. It does not establish a specific rationale from the maintainers for this particular removal, so a more specific explanation should not be treated as settled fact.
