Mobile phone spam is unwanted calls or text messages sent to a mobile phone. It can include unrequested marketing, nuisance contact, or fraudulent messages. Spam and scams overlap, but they are not the same: an unwanted sales text may be spam without trying to steal money or information. The term is a practical description, not one universal legal definition; laws and reporting options vary by country.
What counts as mobile phone spam?
In everyday use, mobile phone spam is unwanted contact that reaches your phone. It can arrive through different channels and for different reasons:
- Voice calls: unsolicited sales calls, recorded calls, silent calls, or abusive calls.
- SMS or robotexts: unwanted marketing texts, bulk messages, or suspicious messages sent automatically.
- In-app messages: unwanted contact through services such as WhatsApp, Telegram, or Signal. These services have their own reporting controls.

Is spam always a scam?
No. Spam describes unwanted contact; a scam describes deceptive contact intended to steal money or personal information. An unsolicited marketing call can be spam without being fraudulent. Does “spam” have one legal definition?
No single everyday definition applies everywhere. The term is useful for describing unwanted calls or messages, but legal rules depend on the country, the communication method, and the circumstances.
For example, U.S. law defines an “unsolicited advertisement” in 47 U.S.C. § 227 as advertising material about the availability or quality of goods or services sent without prior express invitation or permission. The law also restricts certain calls and texts subject to specific conditions and exceptions. That statutory definition is narrower than the everyday use of “mobile phone spam.” 47 U.S.C. § 227

In the United States, the FCC lists unwanted calls, unwanted texts, robotexts, and spoofing as related but distinct complaint issues. Its guidance says complaints can inform policy and possible enforcement, but the FCC does not resolve individual complaints. This process and the cited legal rules are U.S.-specific. Can a spam label or caller ID be trusted?
Treat a “spam” or “scam likely” label as a warning, not proof of who is calling—and not a guarantee that the call has been blocked. Call labeling may identify a suspicious call while still allowing it through. Caller ID can also be spoofed, so the displayed number may not belong to the caller.

If someone claims to represent a bank, government agency, or business, do not rely on their displayed number or a callback number they provide. Contact the organization through its official website or the contact details on your account documents instead. For a suspicious text
- Do not click links or reply to a message you suspect is a scam.
- Report it using your phone’s built-in reporting option or the relevant messaging app’s controls.
- In the UK, Ofcom advises forwarding suspicious SMS texts to 7726, then deleting the message. Check your country and mobile provider for the right process; 7726 is not a universal reporting number.

For unwanted calls
- Use your phone’s call-blocking, screening, or spam-filter features if available.
- Check whether your mobile provider offers network-level filtering.
- Remember that blocking can sometimes stop wanted calls too, while a spam label may warn you without preventing the call from reaching your phone.
