As of October 4, 2026, the clearest practical example is Texas: app-store account setup and purchases for minors can involve age-category checks, linking a minor’s account to a parent or guardian, and parental approval. That can affect how stores handle accounts, how developers receive age and consent signals, and what parents must approve. Texas enforcement is proceeding after an injunction was stayed, but the legal challenge is not finally resolved. The reported Utah and Louisiana dates conflict across current platform materials, so their operative schedules should not be treated as settled here.

What app-store age verification laws require

These laws place age assurance in the app-store relationship—not just inside an individual app. Depending on the state, rules can cover account creation, parent-account affiliation, app downloads and purchases, developer notices about significant changes, and the age or consent information made available to developers.

The requirements are state-specific. They should not be confused with laws governing social-media accounts or websites, and they do not establish a single age-checking method used by every store. The cited laws and platform documentation describe age categories and related signals; they do not establish that every user must submit a government ID.

Texas: account age categories and parental permission

Texas Business and Commerce Code Chapter 121 requires an app store to use a commercially reasonable method to verify the age category of an individual in Texas when that person creates an app-store account. The statute defines four categories: child, under 13; younger teenager, 13 to under 16; older teenager, 16 to under 18; and adult, 18 or older.

A minor’s account must be affiliated with an adult parent or guardian account. For covered downloads, purchases, and in-app purchases, the store must obtain parental consent. The statute calls for consent for each individual applicable download or purchase, rather than treating one approval as blanket permission for all future transactions. Its consent process also calls for information about the app’s rating, the content elements that drive that rating, and the app’s personal-data practices. If a parent revokes consent, the store must notify the developer.

The Texas attorney general said on June 1, 2026, that the Fifth Circuit had stayed the district court’s injunction while further appeal proceedings continue. Apple and Amazon subsequently describe Texas requirements as in effect for their services. A stay allows enforcement to proceed; it does not mean all constitutional challenges have been finally decided.

Louisiana: affiliation, approval, and significant changes

The Louisiana statute text reviewed describes age verification, affiliation of a minor’s store account with a parent account, and verifiable parental consent for downloads and purchases. It also provides for renewed consent after a developer reports a significant change, and for developers to receive a user’s age category and parental-consent status on an authorized request. The statute limits sharing age-verification data to exchanges required by law or otherwise required by law.

Utah: platform materials do not agree on timing

Apple’s February 2026 update described sharing age categories for new Utah Apple Accounts beginning May 6, 2026, and listed related developer tools. Amazon’s current developer guidance says an amendment delayed Utah’s effective date from May 6, 2026, to May 6, 2027. The materials reviewed do not establish the amendment text or resolve any current court orders, so the operative date cannot be stated definitively here.

What is known about timing and implementation

The following comparison separates statutory descriptions from platform announcements. It is not a complete comparison of every state law or every store’s implementation.

For Utah and Louisiana, the conflicting dates matter: an older platform announcement, a statute page, and a current developer page do not tell the same story. Amazon’s current guidance reports the delays, but the materials available here do not independently establish the amendment text or resolve court proceedings. Readers and developers should check the relevant enacted amendment and current docket before relying on a start date.

What changes for app-store operators

Age assurance can become part of account creation and the purchase-approval system, not only a gate around a particular category of app. In Texas, the statutory framework applies to app stores generally rather than only to stores offering a specific type of app.

For a covered user, the store may need to establish an age category, connect a minor’s account to a parent or guardian, request transaction-specific permission, and communicate consent changes to developers. The precise obligations and account flow depend on the state law and the store’s implementation.

What app developers may need to handle

A store-provided age or consent signal can inform an app’s experience, but it does not automatically discharge every developer obligation. Amazon’s developer guidance says developers remain responsible for applicable compliance and for providing an age-appropriate experience.

Use age and consent signals in context

Apple documents a Declared Age Range API, a Significant Change API under PermissionKit, a StoreKit age-rating property, and App Store server notifications. Its Texas announcement describes tools relevant to age ranges, significant app changes, and parental revocation. Amazon documents an API that returns an age band and consent status; for supervised users, it may also return an app-level anonymous identifier.

These are platform-specific implementation tools, not a universal interface. A developer should determine which signal is available for the user’s region and store, what the signal represents, and how it maps to the app’s own age-appropriate features or defaults.

Plan for significant changes and revoked consent

Texas and Louisiana both connect significant app changes with developer responsibilities, but the timing is not identical in the statutory descriptions. The Future of Privacy Forum’s June 2, 2026 comparison says Texas requires advance notice of significant changes, while Utah and Louisiana do not prescribe the same pre-change timing. Louisiana’s reviewed statute describes renewed parental consent after a developer reports a significant change. The specific trigger and workflow should be checked against the applicable law and current platform guidance.

Texas also requires the store to notify the developer when a parent revokes consent. Developers therefore need to account for consent state changing after an initial approval, rather than treating permission as permanent.

What parents and app users may notice

For a parent or guardian, the practical change may be a request to connect a child’s store account to an adult account and approve an app download or purchase. Under the Texas statute, the approval process is individual for each covered download or purchase and includes information about the app’s rating, rating-driving content elements, and personal-data practices.

That does not mean every parent will see an identical workflow. The statutes differ, and Apple’s and Amazon’s documentation describes their own services and tools. An account may also be age-categorized even when its user is not trying to access an age-restricted product, because Texas ties verification to app-store account creation.

What age information is shared—and what is not established

The materials describe age categories or ranges and parental-consent status moving between app-store systems and developers. They do not support a claim that every store uses the same verification method or that every user must provide identity documents. Louisiana expressly limits sharing age-verification data to legally required exchanges. Apple describes age-category sharing through its developer API in relevant regions; Amazon describes age-band and consent-status responses, with a possible app-level anonymous identifier for supervised users.

Age assurance involves personal information, so the useful questions are specific: what information the store collects to determine age, what category or status the developer receives, how the app uses that signal, and what limits the applicable law places on sharing. The materials summarized here do not establish a universal answer across platforms or states.

What to check before relying on a date or workflow

  • Parents: Check the app store’s current account and approval instructions for your state; do not assume one parent-account setup covers every platform.
  • Developers: Check the current platform API documentation and the applicable state law for age signals, consent changes, significant-change notices, and age-appropriate product obligations.
  • App-store operators: Distinguish statutory duties from platform-specific implementation choices, particularly where litigation or amendments may affect timing.
  • Anyone tracking Utah or Louisiana: Confirm the enacted amendment and current court status because platform materials report conflicting implementation dates.
