1. Unlock Herbert’s request
At the Barracks, speak with Herbert after the relevant earlier story progression. Complete the “Sad Captain, No Action” conversation: it reveals that he wants a romance novel and unlocks “Wharf Rats.” If your journal shows different wording, use its current quest instructions.
2. Start the request with Davy
Go to the Dockside Club in the Port and speak with Davy the Dagger, the looters’ leader. Seeing him at the club is not enough; complete the conversation to start the novel request.
3. Get a Key for Looters
Davy requires one Key for Looters in exchange for the book. The reported ways to obtain keys are:

4. Exchange the key for the Love Novel
Return to Davy and choose the Love Novel option. Hand over one Key for Looters; the quest record lists the Love Novel and one Story as rewards.

5. Deliver the novel to Herbert
Take the Love Novel to Herbert at the Barracks and select the romance-novel hand-in. The quest record lists Herbert reputation and Town Gratitude as rewards. The next story beat is “The Nun Also Reads,” which leads into Agatha’s reading-related quest line.
Where the novel comes from
The Love Novel is obtained through Davy’s looter request. You do not need to retrieve it from Herbert’s old house.

The specific steps and reward details are documented by secondary walkthrough and quest-database sources, not first-party quest documentation. The official developer page describes the game and its platforms but does not document Herbert’s quest. If a label or option differs in your build, follow the current quest journal.
