An AI agent’s tool call should be treated as a proposal, not as permission to change the outside world. Before an action runs, the application should establish who is acting, check what that identity may do, validate sensitive arguments against trusted state, and then execute the approved action. For consequential changes, a person may also need to approve the exact final action.
What happens between an agent choosing a tool and the tool running?
A model can return a structured request such as “send this message” or “make this payment.” That output describes what the model wants to happen; by itself, it should not establish the actor’s identity or grant authority. The application runtime can receive the proposal as data and decide whether it is valid to execute.
- Receive the proposal. The model names an action and supplies arguments.
- Establish authority from trusted sources. The runtime obtains identity and permission from authenticated credentials and authoritative application state, rather than accepting the model’s claims about who it is or what it may do.
- Validate the action and its arguments. The runtime checks the requested operation and constrains sensitive values against trusted rules or records.
- Require approval where appropriate. For a consequential change, a person can inspect the concrete target and final content before approving that specific action.
- Execute and record the effect. Only after the required checks and approvals does the application perform the external write.
This is an architectural pattern, not a guarantee built into every agent framework. A syndicated article discussing Zarel’s approach argues for separating model reasoning from execution authority; its claims about that system have not been independently audited. The article was surfaced through Dev.to, but the original publication was not available for verification.
Why checking the tool name is not enough
Allowing an action type does not make every request using that action safe. A permitted “send” operation could still target the wrong recipient; a permitted payment could carry an unauthorized amount. Validation must examine consequential arguments as well as the action name.

The syndicated article illustrates this with a payment contract: derive the recipient from the authenticated actor, prevent a quote reference from changing after it is set, and reject an amount above the quote’s cap. Those are examples of contract rules described in that article, not universal guarantees supplied by agent runtimes.
Even tight argument rules leave a residual risk. An agent may choose an allowed action that nobody wanted, or perform a sequence of individually permitted actions whose combined result is undesirable. The article identifies human confirmation for consequential steps and broader rules over action sequences as possible controls.

How the main enforcement approaches differ

These approaches can be combined rather than treated as substitutes. Runtime checks address identity, permission, and argument integrity; human review addresses whether a particular allowed action should happen; sandboxing limits what an agent process can reach if other controls fail.
The available sources do not provide measured head-to-head security results, attack-success rates, latency, runtime overhead, deployment costs, or human-approval outcomes. The comparison is about where controls sit and what they are intended to constrain, not a quantified ranking.

When should an agent ask a person before acting?
Human confirmation is most useful when an action has material external consequences or when rules cannot fully encode what the user intends. Examples include sending a message, changing project artifacts, or authorizing a payment. A review should show the specific target and the final content or parameters—not merely a broad summary of what the agent plans to do.
Apache Magpie’s RFC-AI-0004 sets a strict policy for its maintainer workflow. It says each proposed state change against project artifacts must be presented to a maintainer and must not be applied until that maintainer explicitly confirms that proposal. It also requires review of the final rendered form of external writes and outbound messages. The RFC describes confirmation as an explicit in-session act for one specific change, not a standing approval. These are project-specific requirements, not rules every agent product or workflow follows. Read Apache Magpie RFC-AI-0004.

The practical implication is that approval should be attached to the action the person actually sees. A generic “allow the agent to work” decision is not equivalent to inspecting and approving the final message, target, or change.

Sandboxing addresses the environment available to an agent, rather than deciding whether a particular proposed action is appropriate. Apache Magpie’s RFC defines its sandbox in terms of OS-level isolation, a tool-permissions layer, and a clean environment for subprocesses launched by the agent. Its document treats sandboxing as a control that works alongside human review and other principles.

- Least privilege limits the capabilities and resources available to the agent.
- Runtime validation checks whether a proposed operation and its arguments meet application rules.
- Human review lets a person decide whether a consequential, otherwise-permitted action should proceed.
- Sandboxing constrains what a process can access or affect within its execution environment.
None of these controls, by itself, answers every question at the trust boundary. For example, parameter validation may constrain the destination of a write but not whether the agent should make a series of permitted writes. A sandbox may limit process access without confirming that an allowed message is appropriate. Design the controls around distinct failure modes instead of treating one as a replacement for the others.
Questions to ask when evaluating an agent workflow
- Where does identity come from, and can the model supply or override it?
- Which component checks permission, and is that enforcement boundary separate from the agent process?
- Can model-supplied arguments control a recipient, target, amount, or other sensitive value?
- Are values bound to trusted application state, and can the runtime reject invalid combinations?
- Which actions require a person to approve them, and does the approval show the final target and content?
- Can individually valid actions form an unwanted sequence, and are there limits on the sequence?
- What record is retained of the proposal, validation, approval, and resulting effect?
These questions expose the difference between an agent that can suggest an action and a system that has authority to carry it out. The important design choice is not whether the model’s output sounds convincing; it is which trusted component decides what runs.
