Sometimes. A deleted photo may still be in the Windows Recycle Bin, a cloud service’s recycle bin, a backup, or—after ordinary local deletion—data that has not yet been overwritten. None of these routes guarantees recovery. If the photo matters, stop using the affected drive as much as practical, then check the recovery locations that match where it was stored.

Where do deleted photos go in Windows 11?

“Deleted” can describe several different states. A photo removed from a local folder may be in the Windows Recycle Bin; a synced photo may also have a separate cloud recycle bin; a backed-up photo may be recoverable from File History. If it was permanently deleted from those locations, its local file data may still remain temporarily in space Windows has marked as free.

Microsoft explains that Windows marks space used by a deleted file as free, but the data may still exist and be recoverable until other activity overwrites it. That does not mean Windows necessarily keeps a visible copy, a complete preview, or a thumbnail of the photo. The available guidance does not establish that Windows 11 retains thumbnails of deleted photos. Microsoft: Windows File Recovery.

Check these recovery options in order

1. Restore it from the Windows Recycle Bin

For a photo deleted from a local folder in the usual way, open the Recycle Bin, locate the item, and choose Restore. Windows returns it to its original location when possible. If it is not there, or the bin was emptied, move on to backups or local recovery.

2. Check the cloud service’s recycle bin

If the photo was stored or synced with OneDrive, check the recycle bin on OneDrive’s website as well as the local Windows Recycle Bin. A local copy and a cloud copy are separate recovery concerns: deleting one does not establish that the other has been removed. Microsoft says an item permanently deleted from the OneDrive recycle bin cannot be restored through that route. Microsoft: Restore deleted files or folders in OneDrive.

3. Look for a File History copy

If File History was set up to include the folder, use it to restore the deleted photo or an earlier version. File History can help only if it contains a suitable copy from before the deletion; it cannot recreate a photo that was never backed up. Microsoft: Backup and restore with File History.

4. Attempt local recovery with Windows File Recovery

If the photo was on local storage and is missing from the Recycle Bin, Microsoft’s Windows File Recovery app can attempt to recover it. It is a command-line tool available through Microsoft Store. Microsoft’s documented command format is:

The source and destination must be different drives. For a PC with one drive, connect a USB or external drive and use it as the destination; do not save recovered files back onto the affected drive. Microsoft’s example targets JPEG and PNG files in the Pictures folder. The tool does not support recovery from cloud storage or network file shares.   • For a recently deleted file on an NTFS drive, Microsoft recommends starting with Regular mode.
  • For older NTFS deletions, formatted disks, or corrupted disks, Microsoft recommends Extensive mode.
  • Non-NTFS file systems are supported only in Extensive mode.

How to improve the chance of local recovery

Minimize or avoid using the affected PC until you have tried recovery. Everyday activity can create files that overwrite the free space where deleted photo data may remain. Avoid installing recovery software on the affected drive, and choose a separate drive for recovered files. Microsoft warns that recovery may fail if the space has been overwritten, with SSDs a particular concern; no method can guarantee that a permanently deleted photo will come back.

Which recovery route fits your situation?

How to make deleted files harder to recover before giving away a PC

In Windows Reset, choose Remove everything and enable the clean data option. Microsoft says this takes longer and makes removed files harder for another person to recover. It also cautions that this consumer feature does not meet government or industry data-erasure standards, so it is not certified secure erasure and does not guarantee that every copy—such as a separate cloud copy—has been removed.
