To make sensitive text actually disappear from a PDF, use a dedicated redaction tool, apply the redactions, and save a separate final copy. A black rectangle, black highlight, or annotation may only cover the words visually, leaving them searchable or copyable. Then sanitize hidden information and inspect the saved file before sharing it.
Why a black box is not a redaction
A shape or annotation can sit on top of the original PDF content without deleting it. Someone may be able to select or copy the text, find it with search, or remove the overlay. The U.S. District Court for the District of New Jersey warns that “Highlighting text in black or using a black box over the data in MS Word or Adobe Acrobat will not protect the data from being able to be seen.” District of New Jersey redaction guidance gives the same practical lesson: concealing content visually is not enough.
The Federal Court of Australia also cautions against using annotation tools to draw black boxes over text in searchable PDFs, since the text may remain available through search or copy and paste. Use a PDF editor’s actual redaction feature, which removes the marked content, rather than a drawing, highlight, or comment tool. Federal Court of Australia guidance
Redact a PDF safely in Acrobat Pro
Adobe’s current Acrobat Pro instructions use the following workflow. Product menus may change over time, so if a label differs, look for the dedicated redaction tool rather than an annotation or drawing option. Adobe: Remove sensitive content from PDFs

- Preserve the original. Keep an untouched source copy in a controlled location, and make a separate working copy. This gives you a distinct file to prepare for release.
- Open the redaction tool. In Acrobat Pro, choose All tools > Redact a PDF, then select Redact text and images.
- Mark the sensitive content. Select the text or image content to remove. Review the whole document for every occurrence, not just the first page or the passage that prompted the redaction.
- Apply the redactions. Choose Apply to remove the marked content. A mark that has not been applied is not the finished redaction.
- Sanitize hidden information. Use the available sanitization controls to remove hidden data that should not be distributed, as described below.
- Save as a new final file. Save the redacted, sanitized output separately from the source, then close and reopen the output for inspection.
Find repeated names and identifiers
One occurrence can be easy to find; repeated names, account numbers, or phrases are easier to miss. Adobe’s search-and-redact function can find a word or phrase, multiple phrases, or patterns. Review the results and mark only the intended matches before applying the redactions. Adobe: Find and redact text
Search results are a starting point, not a complete review. Check spelling variations, formatting differences, abbreviations, and occurrences embedded in images. Confirm that each intended match is marked and that nearby text you need to retain has not been selected.

Remove hidden information separately
Redacting visible text and graphics does not necessarily remove other information stored in the PDF. Adobe describes sanitization as a separate task and lists categories that can include metadata, attachments, bookmarks, comments and markups, form-field data, hidden text, hidden layers, embedded search indexes, cropped or deleted content, links, actions, JavaScripts, and overlapping objects. Review the sanitization options and select the categories appropriate to the file before distributing it. Removing hidden information can also remove features useful to the recipient, such as form fields, bookmarks, attachments, signatures, or interactive actions. Consider those trade-offs rather than assuming every document should retain—or lose—the same features.

Handle scanned PDFs and OCR carefully
A scan may consist of page images rather than searchable text. OCR can add a text layer to those images, so a search-only review can miss words that are visible on the page, while an OCR layer may preserve text even after an image region is covered. Inspect every page visually and redact sensitive information that appears in page imagery as image content. If the PDF has OCR text, check that the text layer does not retain the removed material.
Adobe documents redacting image content and sanitizing hidden text, but those instructions do not establish identical OCR behavior across all PDF tools and workflows. Do not assume that a particular editor removes both image content and associated OCR text unless its documentation confirms the relevant behavior.

Verify the saved release copy
After saving, reopen the final output—not the working file—and check it before sending or publishing. These checks can reveal common mistakes, but they are sanity checks rather than proof that every possible remnant has been removed from the PDF’s internal structure.
- Review every page at normal viewing size for missed occurrences or visible fragments.
- Search for the redacted names, phrases, and identifiers. If a removed term still appears, investigate before releasing the file.
- Try selecting and copying text around the redacted area, then inspect what is copied. A black box that can be moved or removed is a warning sign that the content may only be covered.
- Review document properties and the available hidden-information or sanitization controls for remaining metadata and other content relevant to the file.
- Keep the original separate from the final release copy, and share only the inspected output.
Passing these checks does not certify the entire PDF structure as clean. For regulated material or a high-consequence disclosure, follow your organization’s approved redaction process and have the final release copy reviewed appropriately.

When to use a redaction tool or rebuild the release copy
A dedicated PDF redaction feature is useful when you need to remove selected content from an existing PDF and inspect recurring matches. Another option is to remove sensitive material from the source document and create a new release copy. Either way, the result must be checked for underlying text or image content and hidden data. Printing or flattening alone is not a general substitute for redaction and sanitization: court guidance discusses flattening in relation to metadata or interactive features, but still warns against visual cover-ups and notes challenges with scanned PDFs.
