A CIE assessment of representative infrared eye trackers found their day-long average exposure stayed within the relevant criterion, but that finding does not certify every product or settle every long-term question. For people using a VR or AR headset, discomfort is a separate issue: weight, displays, and content can contribute to dizziness, fatigue, or strain. Gaze data also creates a distinct privacy risk because it may reveal what draws your attention and support sensitive inferences.
What eye tracking does—and what “harmful” can mean
Eye tracking measures eye position or movement to estimate where someone is looking. Systems may detect the pupil, calculate gaze, and use that estimate for gaze-based interaction, attention analysis, or foveated rendering, which allocates display detail according to where a person looks. These are capabilities, not guaranteed features or benefits of every device. A 2023 survey of eye-tracked VR methods and privacy challenges describes this pipeline and its applications.
It helps to separate three questions: whether the tracker’s optical emissions pose an eye-safety concern; whether the headset or its content causes discomfort; and what happens to gaze data. Evidence about one of these does not answer the others.
What is known about optical eye safety?
The CIE 245:2021 assessment record reports that representative infrared eye trackers examined did not exceed the most limiting relevant day-long average exposure criterion. The assessment considered extended use, including a scenario of 10–12 hours per day over a lifetime. That duration is a scenario motivating the assessment, not a measured injury rate.

This is a bounded finding about the systems assessed. The accessible record does not identify every tested model or provide numerical measurements, and it cannot establish that all trackers meet the criterion. The reviewed sources also do not establish an eye-injury rate attributable specifically to eye tracking.
IEC TR 62471-4:2022 describes methods for measuring accessible optical radiation from lamps and lamp systems under IEC 62471. It is a measurement framework, not a blanket safety verdict for every eye tracker. If you need device-specific assurance, check the manufacturer’s safety instructions and photobiological testing evidence for the exact model and use conditions.

Can a VR or AR headset cause discomfort?
Yes, the overall AR/VR experience may involve discomfort or other risks, but that does not show that eye tracking caused them. The FDA identifies risks related to the device, images, and content, including cybersickness, dizziness, fatigue, possible effects on vision, and head or neck strain. It also notes issues such as headset weight, low-contrast images, display errors, information overload, and distraction in an operating room. The FDA’s AR/VR medical-device overview describes these system-level concerns.
The FDA says the benefits and risks of medical XR, including long-term effects, continue to be studied; it flags unknown side effects or risks particularly for children and other vulnerable populations. Its advice concerns medical XR and should not be read as proof that a particular tracker causes a specific symptom. The agency’s questions for people considering medical XR encourage weighing risks and benefits for the specific use.

Why is eye-tracking data a privacy concern?
Gaze data can be more revealing than a simple record of where a cursor moved. Depending on the system, it may include time-stamped gaze coordinates, fixations, scanpaths, or pupil measurements. Combined with what was on screen, those records can show what attracted attention and may support inferences about personal attributes. That is a possible inference, not proof that every device or app collects or derives each kind of information.
Liebling and Preibusch note that eye movements and pupil dilation are not fully under conscious control. Their 2014 analysis explains why gaze can be sensitive information, while a 2023 survey reviews privacy and security challenges in eye-tracked VR. Actual exposure depends on a product’s data practices, not merely on whether it has an eye tracker.

- What does the headset or app sense: raw eye images, derived gaze data, pupil measurements, or some combination?
- Is processing performed locally, or is information sent to a service?
- Who can receive the data, how long is it retained, and can it be shared?
- Can you disable tracking or delete stored information, and what features stop working if you do?
The cited sources do not answer those questions for every headset. Check the specific device and app privacy notices and settings before enabling tracking.

Eye tracking can enable hands-free interaction and interfaces that respond to gaze; it may also support adaptive functions such as foveated rendering. Researchers use it to study visual attention and cognitive processes. These are potential uses, not a promise that every headset offers them or that eye tracking is necessary for every AR/VR feature.

The FDA lists medical AR/VR examples including surgical image overlays, VR treatment for PTSD in veterans, and rehabilitation that simulates real-life situations. It also names areas such as pain management, mental health, neurological disorders, ophthalmic diagnostics, and rehabilitation. These are examples of medical XR use—not claims that eye tracking is required for each treatment or that every application has established benefits. See the FDA’s overview of medical AR/VR devices.

How to assess a device before using it
- Match the evidence to the exact device and use. Look for the manufacturer’s safety instructions and optical testing information for the model, exposure conditions, and intended purpose. Do not treat a general standard or another product’s assessment as certification of your device.
- Review data collection before enabling tracking. Read the headset and app privacy information, check available controls, and determine whether eye data is stored, processed locally, shared, or retained.
- Consider the whole headset experience. Fit and weight, display quality, content, and your tolerance for sessions all matter to comfort; eye tracking is only one component of the system.
- For medical use, discuss the specific application. Ask the clinician about expected benefits, known risks, and uncertainties for the intended use. Follow the device instructions, and consult a clinician if symptoms persist.
