Does AI make software developers more productive? It can help, but it is not an automatic productivity multiplier. The effect depends on the task, how developers use and trust the tool, and whether the team can check, test, and integrate what it produces. In software development, AI is one part of a delivery system: useful work still starts with a real user need and ends with a change that works reliably.

What AI coding tools can—and cannot—do

AI coding assistants can contribute to many individual tasks: drafting or explaining code, suggesting tests, helping navigate an unfamiliar codebase, and producing a first pass at routine changes. That can be useful, especially when the output gives a developer a workable starting point. But assistance with a task is not the same as delivering useful software. A generated change may misunderstand the requirement, make assumptions that do not hold in the application, or create side effects elsewhere.

DORA’s official 2025 State of AI-assisted Software Development report puts the distinction plainly: “AI’s primary role is as an amplifier, magnifying an organization’s existing strengths and weaknesses.” In practice, an assistant may help a team move through a sound workflow more quickly—or make it easier to produce and circulate changes that the team is not well equipped to review. The surrounding engineering practices matter as much as the tool.

What the productivity evidence says

Adoption is not proof of value, and usage figures are not interchangeable. DORA’s January 2025 guidance reports that its 2024 research found 89% of organizations prioritized integrating AI into applications and 76% of technologists relied on AI for parts of their daily work. Those measures describe organizational priorities and reported reliance, not verified productivity gains.

In DORA’s 2025.2 report, a 25% increase in individual AI adoption is associated with an estimated increase of approximately 2.1% in individual productivity. That is a research estimate, not a promise about an individual developer or a guaranteed return from a rollout. DORA also reports a possible reduction in time spent on valuable work while time spent on toilsome work appears unaffected. That finding cautions against treating “time saved” as a single, simple outcome.

A separate survey illustrates why headline adoption numbers need context. GitHub reported that more than 97% of its respondents had used AI coding tools at some point. The survey, conducted by Wakefield Research from February 26 through March 18, 2024, included 2,000 non-manager enterprise workers at companies with at least 1,000 employees: 500 each in the United States, Brazil, India, and Germany. It measured use at any point, not frequency, and reported company support ranging from 59% to 88% across those markets. It should not be compared directly with DORA’s measures of reliance or organizational priority.

DORA’s 2024 State of DevOps report surveyed more than 39,000 professionals globally, according to the Google Research publication record. Even broad survey evidence describes reported patterns, not what every team will experience. GitHub COO Kyle Daigle said, “AI doesn’t replace human jobs—it frees up time for human creativity.” That is a vendor executive’s statement in GitHub’s survey article, rather than an independent research finding; the survey’s scope and DORA’s more qualified productivity results are important context.

Start with the user problem, not the prompt

Before asking an assistant to write code, define what should improve for the user. A prompt can be detailed and still encode the wrong goal; the model cannot establish that the requested change is worthwhile simply by producing plausible code.

  • State the problem: identify who is affected, what they are trying to do, and what currently prevents them from doing it.
  • Describe the expected result: make the intended behavior and important edge cases clear enough to review.
  • Set boundaries: note relevant interfaces, compatibility needs, security or privacy constraints, and parts of the system that should not change.
  • Choose a way to verify success: identify the tests, observable behavior, or other evidence that would show the change meets the requirement.

This definition gives the developer a basis for judging the assistant’s output. Without it, code that looks reasonable can satisfy the prompt while missing the user need.

Keep AI-assisted changes reviewable

Ask for a focused change rather than a broad rewrite. Smaller changes are easier to compare with the requirement, inspect for unintended behavior, and revise if the assistant has made a mistaken assumption. When using AI, ask it to explain the assumptions behind its proposal and identify likely side effects. Treat that explanation as a review aid, not proof that the code is correct.

Review the actual change against the requirements and the surrounding code. Check whether it handles relevant edge cases, preserves existing behavior where required, and introduces dependencies or data flows that the team has not approved. The reviewer—not the assistant—must decide whether the change is appropriate to merge.

Use tests and integration to verify the change

DORA describes automated tests as validation and guardrails for generated code. Tests help expose whether a change breaks expected behavior, but they are only as useful as the cases they cover: a passing test suite does not establish that an unmet requirement has been tested. Add or update tests for the behavior that matters, then run the relevant checks.

Continuous integration (CI) coordinates changes and provides rapid feedback as they are brought together. DORA describes CI as a way to reduce unintended effects and catch integration problems. In an AI-assisted workflow, this matters because code that appears sound in isolation still has to work with the rest of the system. Generated output is a proposal to validate, not evidence that a change works.

Build trust with clear rules and time to learn

Developers need to know what they may use AI for and what information they may send to a tool. DORA’s January 2025 guidance recommends clear rules covering acceptable tasks, data, and purposes, as well as transparency and work time for learning. A policy should make these boundaries usable in everyday work, including which tools are approved and how to handle sensitive code or data.

Trust in output quality is a practical adoption issue: DORA’s 2025.2 report says 39% of developers outside Google trust AI output quality only “a little” or “not at all.” DORA also reports that greater organizational transparency is associated with greater developer trust. Teams should make it clear how tools are selected and governed, while retaining review and verification rather than asking employees to trust outputs on faith.

Learning takes time. DORA’s January 2025 guidance reports that individual reliance peaks around 15 to 20 months into tool use, and that dedicated experimentation time is associated with increased team adoption. These are reported findings, not a timetable or guaranteed rollout result for every organization. Teams can use learning time to share effective workflows, identify failure patterns, and refine their rules as they gain experience.

Measure delivery, quality, and developer experience

Code volume or the number of AI-generated suggestions accepted cannot show on its own whether a team is delivering better software. Evaluate the workflow with a balanced set of signals that reflects the intended outcome:

  • Delivery: whether useful changes reach users and how smoothly they move through development and integration.
  • Quality: whether changes meet requirements, tests catch relevant regressions, and problems emerge after release.
  • Developer feedback: whether the tools help with the work developers need to do, where review effort is increasing, and what they do not trust.

Use feedback from these measures to adjust tasks, guidance, and engineering practices. DORA emphasizes feedback loops and continuous improvement; measuring only activity risks rewarding more output without establishing that it is useful or reliable.

Choose tools by fit, not by a leaderboard

The evidence here does not establish a current, like-for-like ranking of coding assistants. A team evaluating tools can instead compare them against its own work and constraints. These are decision criteria, not a product ranking:

  • Task fit: does the tool help with the kinds of work the team actually needs to do?
  • Output quality and trust: can developers review the results and get explanations that help them assess assumptions?
  • Workflow fit: does the tool work with the team’s codebase and development process without making review or integration harder?
  • Policy and data fit: can the team use it within its rules for code, data, and approved purposes?

A tool that performs well on a narrow task may still be a poor fit if its use conflicts with data requirements or creates more review work than the team can sustain.

Keep engineering fundamentals at the center

AI changes how some code is drafted; it does not remove the work of deciding what to build, maintaining a codebase, reviewing changes, testing behavior, and learning from delivery. Teams get a sound basis for using these tools when they connect them to a clear user outcome, keep changes inspectable, and use tests, CI, policy, and feedback to check that the work is beneficial.
