There is no meaningful abuse-risk score in the number 200. An agent with many narrowly scoped, read-only tools may have less authority than one with a single unrestricted shell, email-sending, or administrative tool. What matters is what those tools can reach and change—and whether a malicious instruction can steer the agent into using them.

Why tool count is the wrong risk measure

Tool count describes how many actions an agent can attempt, not how much authority it has. A tool’s permissions, the data and systems it can reach, and its side effects matter more. This is a practical inference from OWASP’s least-privilege and per-tool-scoping guidance and NIST’s discussion of constrained tool access; neither publishes a formula that converts tool count into abuse risk.

For example, 200 tools limited to reading specific, non-sensitive records are not equivalent to one broad tool that can run arbitrary commands or send messages. A useful review asks whether tools can read or write, how widely they can act, whether they have external effects, and what prevents an unauthorized call.

How an agent can misuse legitimate tools

The core risk is not necessarily a broken tool. An agent can be manipulated into using a tool it is allowed to access for an unintended purpose. OWASP identifies prompt injection and tool abuse or privilege escalation as risks. NIST describes agent hijacking, in which malicious instructions embedded in ordinary content—such as an email, file, or website—redirect an agent toward harmful actions.

That means untrusted content can matter even when the user’s direct request is benign. A webpage or document might contain instructions aimed at the agent; if the agent follows them, its existing access can become the means of misuse. Model instructions alone should not be treated as the security boundary.

What to inspect in an agent’s tool access

Assess the configuration across these dimensions. They are practical review questions, not a standardized scoring framework.

  • Read versus write: Can a tool only retrieve information, or can it create, change, or delete it?
  • Reachable resources: Which accounts, records, files, services, or environments can it access?
  • General-purpose power: Does it expose a broad shell, code execution, or another capability that can do many things beyond the immediate task?
  • Influence from untrusted content: Can a page, email, or file affect which calls the agent makes?
  • Enforced authorization: Does a trusted backend check permissions and approvals, or is the system relying only on the model to follow instructions?

How to reduce the chance of tool abuse

Give the agent only the capabilities it needs

Remove tools unrelated to the task, or replace broad functions with narrowly purpose-built ones. OWASP’s AI Agent Security Cheat Sheet puts it plainly: “Grant agents the minimum tools required for their specific task.” The goal is not to hit a particular tool count; it is to limit unnecessary functionality and authority.

Scope each tool and separate read from write

Limit tools to the resources and operations needed. Where practical, keep read and write authority separate so a task that only needs information does not also gain the ability to change it. OWASP recommends least privilege and per-tool permission scoping.

Constrain broad execution capabilities

Shell-like and code-execution tools can expose wide-ranging actions. Limit their write access and constrain what code can execute. NIST discusses limited write access and constrained code execution as ways to bound what an agent can do.

Put sensitive actions behind real authorization

Require appropriate explicit authorization for sensitive, irreversible, financial, administrative, or externally visible actions. Enforce those checks in the surrounding system, including downstream services where applicable; do not rely on a model instruction as the only barrier. OWASP recommends explicit authorization for sensitive tool operations and permission limits downstream.

Treat retrieved content as untrusted

Emails, documents, and webpages can carry indirect prompt-injection attempts. Keep that content from granting authority, and make sure the system still enforces permission checks if the agent responds to malicious instructions.

Review MCP permissions and tool behavior

For deployments using the Model Context Protocol (MCP), OWASP’s MCP Top 10 identifies permission scope creep, poisoned tool outputs, and command injection among the risks to address. Review permissions over time, and validate tool calls and outputs rather than assuming that an integration remains safe because it was initially configured.

A practical decision rule

Before enabling a tool, ask: “What is the narrowest task this needs to perform, what can it affect, and what system-level check blocks an unauthorized action?” If the tool has broad reach or consequential side effects, narrow its scope or require stronger authorization. The count can be a prompt to review the setup, but it is not a substitute for examining what each capability can do.
