The term describes the storage mechanism and the ability to rewrite data; it does not mean every rewritable format is magnetic.
What does rewritable magnetic media mean?
NIST’s glossary defines magnetic media as “A class of storage device that only uses magnetic storage media for persistent storage” (NIST CSRC glossary). In plain language, rewritable means information on the medium can be recorded again to change what was stored previously. That explanation of rewritability is not a separate definition quoted from NIST.
Together, the words describe persistent storage that uses magnetic recording and permits previously recorded information to be changed by recording again. This definition does not specify a particular device, rewrite limit, speed, capacity, or lifespan.
How is magnetic media different from other rewritable formats?
“Rewritable” describes a capability, not a recording mechanism. A medium can be rewritten without using magnetic storage. The standards below illustrate why magnetic, magneto-optical, and phase-change optical formats should not be treated as interchangeable.

Why aren’t magneto-optical and phase-change disks magnetic media?
Magneto-optical cartridges
ISO/IEC 22533:2005 and Ecma-353 describe a specific optical cartridge format. Its Type R/W combines thermo-magnetic and magneto-optical effects to enable repeated writing, reading, and erasing. It is therefore accurate to call that format rewritable and magneto-optical, but not to use it as a general definition or example of ordinary magnetic media.
Phase-change Blu-ray disks
ISO/IEC 30193:2021 describes a rewritable optical disk that changes the recording layer between crystalline and amorphous states using heat from a laser. It is rewritable, but its recording method is phase-change optical recording rather than magnetic storage.

What does this definition not tell you?
The definition alone does not establish which products currently qualify, how quickly they write, how many rewrite cycles they tolerate, how long data lasts, or how they compare in cost or performance. Those details depend on the particular medium and device and are not specified by the glossary definition cited here.
