Fixed-mobile convergence (FMC) is the capability to deliver services and applications regardless of whether a user connects through a fixed or mobile network, and independently of the user’s location. In practical terms, it brings fixed and mobile communications together so a service can work across both kinds of access.
What fixed-mobile convergence means
ITU-T defines FMC in its IMT-2020 terminology as the capabilities that provide services and applications to end users regardless of the fixed or mobile access technologies being used and independently of users’ location. The key idea is that the service is not tied to one type of network connection. See ITU-T Recommendation Y.3201.
FMC is a capability and an architectural concept, not the name of a specific phone, router, or other required gadget. Standards work describes frameworks, network functions, and mobility management; commercial descriptions may instead focus on an integrated service for an individual or an organization.
How FMC works
There is no single deployment that every FMC service must use. In ITU-T’s IMT-2020 work, the concept is addressed through a functional architecture designed to accommodate services across fixed and mobile networks, along with mobility-management requirements and scenarios. Y.3131 describes the functional architecture, while Y.3132 covers mobility management.

At the user or enterprise level, a service might coordinate fixed and mobile communications or let a subscriber use a shared communications identity across devices. The result depends on the particular service: the term alone does not guarantee that an active call or data session will transfer seamlessly between networks.
Access equipment can include customer-premises equipment such as DSL routers, set-top boxes, and decoders, as illustrated in an IETF draft on FMC architecture. These are examples of equipment that may provide access; none is inherently required for FMC.

FMC, fixed-mobile-satellite convergence, and fixed-mobile substitution

In standards documents, FMC usually refers to capabilities and network architecture. In enterprise communications, it may refer to a service that coordinates fixed and mobile telephony—for example, connecting a desk-phone identity with a mobile phone. A device-oriented description may emphasize equipment that can use more than one access type. These perspectives overlap, but they are not interchangeable; when evaluating a specific offering, check whether it describes network architecture, service integration, or device behavior. Older explanations sometimes describe a dual-mode device or switching between networks. Those can illustrate an implementation, but they are not the definition of FMC itself. Nor does the label, by itself, establish whether a particular service preserves an active session while changing access networks.
