“Run on top of” can mean moving across or along a supporting surface, or—especially in technical writing—operating as a layer over another system. The sentence around it determines which meaning applies.

What does “run on top of” mean?

The phrase is not established by the cited dictionaries as a single fixed idiom. Its meaning combines the context-sensitive verb “run” with “on top of,” which can describe something positioned above and touching another thing. Cambridge gives the example “Your suitcase is on top of the closet” for this spatial sense of “on top of” (Cambridge Dictionary); Collins describes “on” as a relationship in which a surface or object immediately below supports the thing above it (Collins English Dictionary).

Software or system layers

In technical writing, “an application runs on top of a platform” commonly means the application operates using that underlying platform. The application is the higher layer; the platform provides the foundation it depends on. This is a contextual technical use, not a separate fixed definition established by the cited dictionary entries.

Other meanings of “run”

“Run” has several senses, so the phrase may take a different meaning in another sentence. Look at what the subject is and what follows “on top of”: a moving object suggests a physical route or surface, while a program, service, or system suggests operation over a technical foundation.

What context do you need?

Read the whole sentence, identify the subject, and ask whether “run” means move or operate. If the sentence is technical, the surrounding description may also clarify what the underlying platform does and how the higher layer depends on it.
