Outer tracks have a greater circumference, so they can hold more sectors; dividing the disk into zones lets a drive use that extra space and increase capacity.
How zone bit recording works
A platter has concentric tracks around its spindle. In a traditional fixed-angular-density layout, tracks can have the same number of sectors regardless of their radius. That leaves the longer outer tracks less fully used: more of the recording surface could fit data there.
ZBR groups contiguous tracks into zones. As the zones move outward, the drive assigns more sectors per track. The sectors are equal-sized, but tracks in a given zone share a capacity chosen with that zone’s innermost track in mind. This approximates constant linear recording density without assigning a unique capacity to every track.
One analogy is concentric lanes around a hub: the outer lanes are longer, so more equal-sized data segments fit along them. Zones are groups of neighboring tracks, not arbitrary sectors scattered at different radii.

What changes between zones
ZBR describes the disk’s zoned layout, not one mandatory way to control the drive. Depending on the implementation, a drive may change the data rate between zones, vary rotational speed, or combine both approaches.
In the fixed-rotation example, the platter keeps a constant rotational speed while the drive changes the data rate as the head crosses zone boundaries. The older term “zone CAV” refers to this combination of constant angular velocity and zoned data rates. CAV and CLV describe rotation behavior; neither is a synonym for ZBR, which describes the zoning technique.

Why track location affects transfer rate
On a fixed-rotation disk, more data passes under the head on an outer track during each revolution because that track is longer and carries more sectors. Outer tracks therefore generally deliver higher sequential transfer rates than inner tracks.
That does not mean every operation is faster at the outer edge. Seek time, random-access patterns, caching, fragmentation, interface limits, and workload also affect observed performance. A peak sequential benchmark measured in the outer area is not necessarily representative of sustained transfer across the whole drive. A 1995 IEEE conference paper discussing multi-zone disks likewise notes that streaming capacity depends on the radial location of data.

Historical examples of zoned drives
A 1995 IEEE conference paper gives two HP drive examples: the HP C2247 1 GB drive used 8 zones, and the HP C2490A 2 GB drive used 14 zones. These are historical illustrations, not specifications for current drives.
The same paper uses an illustrative track-capacity ratio of 1.8 to derive a capacity factor of 1.4 for fixed linear density compared with fixed angular density. Those figures belong to the paper’s example; they are not universal measurements or a current-drive statistic.
