The transmit side of an HF data modem is only “easy” in comparison with receiving and decoding: it still has to generate an interoperable waveform and coordinate its timing with the radio. MIL-STD-188-110D with Change 1 is the requirements reference for those targets. It distinguishes minimum acceptable fixed-frequency PSK serial-waveform modes from a higher-rate design objective, and it addresses transmitter timing as well as signal generation.
What “the transmit chain” means here
This topic concerns the transmit side of an HF data modem, in the context of a C++ implementation series attributed in an indexed snippet to P. R. Decker. The snippet describes the transmit side as the next installment, but the referenced page could not be accessed; its code, architecture, and test results therefore cannot be confirmed. The standard can establish interoperability targets, not whether any specific software implementation meets them.

Which serial-tone rates are minimum modes?
The standard calls the serial, single-tone transmit waveform the basis for minimum essential interoperability and performance requirements for new HF modems. For fixed-frequency PSK serial-waveform performance and joint-service interoperability, it lists these minimum acceptable data rates:

These distinctions matter when translating a rate list into implementation priorities or describing conformance. A design objective should not be presented as though it carries the same minimum status as the six listed fixed-frequency PSK modes. Why transmitter timing is part of the modem
A generated waveform is not useful if the radio stops transmitting before its final content has passed through the signal-processing and filtering path. The standard addresses the modem’s relationship with the transmitting HF radio and specifically notes that processing and filter delays must be accounted for so the waveform’s final content is transmitted before transmitter power is turned off.

That makes end-of-transmission timing an interoperability concern, not merely a detail of code organization. Any implementation must coordinate its signal path and radio key-line or transmit-control behavior with the relevant delays; the standard’s requirement does not, by itself, prescribe a particular C++ design or timing mechanism.
What the standard does—and does not—tell a developer
It establishes targets
- It defines waveform and performance requirements relevant to HF modem interoperability.
- It separates minimum acceptable serial-waveform modes from the 4800 bps uncoded serial-tone design objective.
- It requires attention to timing between modem processing, filtering, and transmitter control.
It does not validate a codebase
Meeting a rate or describing a signal path is not evidence of conformance. The standard does not certify a particular C++ architecture, and the available material does not verify Decker’s implementation details, diagrams, measurements, or tests. Claims that a specific implementation conforms would need evidence from that implementation and appropriate testing, not the standard alone.

Use the current official record as the reference
For implementation work, consult the applicable MIL-STD-188-110D document with Change 1 through DLA ASSIST rather than relying on an indexed description of a software-series installment. The ASSIST record identifies the standard and its scope; the standard itself supplies the normative waveform and interface requirements.
