There is no universal social security levy rate for gig work. To estimate costs, a platform must first identify the country and scheme that apply, determine each worker’s legal status and contribution base, and establish who owes each share. It can then reconcile the applicable rules against work and payment records and retain a traceable record of calculations, authorizations, remittances, and corrections.

What a defensible estimate needs to establish

A platform-wide percentage is not a sound starting point: social protection systems differ by country, worker category, and the way contributions are collected. The ILO, ISSA, and OECD’s 6 February 2023 technical paper describes countries that extend coverage to self-employed workers as well as systems that assess whether platform work is employment or independent work. A contract label alone does not establish which rules apply.

For each jurisdiction and worker category, establish these inputs before calculating a budget:

  • Legal perimeter: where the work is performed, which platform entity or intermediary is involved, and which national scheme applies.
  • Worker status and coverage: the locally applicable classification and whether the worker is covered by the relevant scheme.
  • Contribution base: the earnings or other amount on which contributions are calculated, including any locally permitted adjustments.
  • Liable parties: whether an obligation falls on the worker, platform, employer, self-employed person, or more than one party.
  • Calculation rules: applicable rates, thresholds, caps, exclusions, and effective dates.
  • Settlement rules: who must deduct, pay, or remit contributions, and the applicable timetable.

The cited international sources do not supply a live, global rate table. Use current national legislation and agency guidance to populate these fields; do not infer a social-security obligation from an international platform-reporting framework.

How to build a cost estimate

Version the rules before running payroll or forecasts

Maintain a jurisdiction-specific rule record for each covered worker category. Include the authoritative source, its effective date, the contribution base, rate, thresholds and caps, payer split, exclusions, and remittance timetable. Store changes as new versions rather than overwriting old inputs, so a past calculation can be reproduced under the rule that applied to its work period.

Use a transparent calculation trail

For each covered period, retain the earnings or other base used, adjustments, rule version, rate, any cap or threshold applied, and the resulting worker and platform amounts. A simplified arithmetic model might be expressed as covered base × applicable rate, but that is only a way to organize an estimate: the local scheme may define the base, adjustments, and calculation differently.

Keep a modeled amount distinct from a final assessed, deducted, or remitted amount. A forecast can be useful for budgeting, but it is not evidence that a legal assessment is correct or that a payment reached the authority. For planning, finance teams can run separate scenarios against documented inputs—for example, a baseline forecast and a sensitivity case for changes to covered earnings or an announced rule change—without presenting either scenario as a statutory rate.

Reconcile the estimate to activity and settlement

Connect each calculation to the activity that produced it and to the eventual payment. A practical reconciliation follows the worker and service period from recorded earnings through adjustments, contribution calculation, worker-facing statement, deduction or authorized transfer, remittance, and any later correction. Differences should have a recorded reason and disposition rather than being silently absorbed into a later period.

What the activity ledger should contain

OECD model reporting rules offer a useful data-design reference: they describe seller identification, income and service information, fees and taxes, seller statements, due diligence, and corrected reports after later refunds. Those fields can support social-contribution controls, but the model rules are not themselves a universal mandate to calculate or remit social security.

A ledger designed for reconciliation should, at a minimum, link a stable worker identifier to:

  • gross amounts recorded for that period;
  • fees, commissions, and taxes withheld, recorded separately;
  • refunds, reversals, and other adjustments, with their dates and references;
  • the contribution base and rule version used in each calculation;
  • the calculated worker and platform amounts, distinguished from amounts actually deducted or paid;
  • payment instructions, authorization where required, remittance references, and agency receipts; and
  • the status and reason for any reconciliation difference or correction.

Where tax or payment systems already hold some of this information, map their fields to the contribution ledger and preserve source references. Avoid treating a tax-reported amount, platform fee, worker net payment, and statutory contribution base as interchangeable.

How to prove contributions were calculated and paid

An audit-ready record is a connected trail, not just a spreadsheet containing a final number. Retain the underlying activity data, the rule source and version, calculation inputs and arithmetic, the approval or review record, the worker-facing amount, and evidence of settlement. Where local law requires worker authorization for a transfer or deduction, keep the authorization and its scope with the related transactions.

  1. Establish the obligation: retain the applicable classification and scheme determination, jurisdiction, rule source, effective dates, and any documented assumptions.
  2. Show the basis: preserve the worker-period activity records and explain how adjustments produced the contribution base.
  3. Reproduce the calculation: store the inputs, rule version, arithmetic, and separate worker and platform amounts.
  4. Show worker communication: keep the statement or equivalent record that explains earnings, fees, taxes, deductions, or contributions in terms the worker can understand.
  5. Show authorization and transfer: retain required authorizations, deduction statements, payment instructions, remittance confirmations, and agency receipts.
  6. Close the reconciliation: match the ledger to payment and agency records, document variances, and preserve corrected calculations or reports when later refunds or adjustments change an earlier record.

The precise documents and legally required worker statement depend on local law. OECD model rules contemplate a seller information statement showing consideration earned and fees, commissions, and taxes paid or withheld; that is a useful transparency pattern, not a guarantee that a particular social-security disclosure obligation has been met.

How country examples differ

The ILO, ISSA, and OECD technical paper published on 6 February 2023 illustrates why collection mechanisms cannot be treated as interchangeable. The examples below describe mechanisms discussed in that paper, not a current legal checklist. Confirm present requirements with the relevant national legislation and agency guidance.

France The paper describes detailed worker-income information shared with social-security agencies, simplified self-employed procedures, and worker-authorized contribution transfers through platforms to ACOSS. Where a transfer model applies, records need to connect income reporting and the worker’s authorization to the transfer and its settlement.
Estonia The paper describes an entrepreneur account that combines income tax and social tax, with mandatory funded-pension contributions for obligated persons, and remits payments to the social-security administration. A combined payment mechanism makes it important to preserve how the amount is allocated among obligations, rather than treating the total payment as one undifferentiated contribution.
Argentina and Uruguay The paper discusses simplified “monotax” arrangements; it also describes automatic platform-to-agency contribution links in Uruguay. Simplified collection and data transfer still require records that identify the worker, relevant earnings or activity, period, and payment disposition under the local arrangement.
Indonesia and Malaysia The paper gives examples of registration and payment partnerships. Where platforms participate in enrollment or payment processes, retain the evidence of the platform’s role and the handoff to the responsible agency or scheme.
India The paper describes the Social Security Code as providing for a platform-turnover tax as one possible source of social-security financing for platform workers. A platform-level financing mechanism is distinct from a worker-level deduction; determine the actual obligation and accounting treatment from current national rules.

How OECD reporting and EU rules fit in

The OECD model rules describe a framework for platform reporting about sellers in the sharing and gig economy. In an explanatory annex, the OECD says that the reporting regime can also be used for other tax-related purposes, including social-security contributions, provided this is permitted under the relevant international exchange agreement. That condition matters: reporting data does not, by itself, create a contribution obligation or authorize data sharing for every purpose.

For the EU, Directive (EU) 2024/2831 includes declaration-of-work and information-access provisions, with procedures supplied through Member State law. Its employment presumption does not apply to social-security matters, according to the directive materials cited here. The directive therefore does not establish a single EU contribution rate or replace national contribution rules. Platforms need to check the applicable national implementation and social-security requirements.

Privacy, access, and corrections are part of the control design

Income and identity records can be sensitive. Set access permissions, retention and deletion schedules, and data-sharing controls under the applicable local law. The ILO paper emphasizes that data-sharing arrangements should maintain privacy and data protection; the OECD model rules discuss using available platform records for due diligence. Neither source establishes one retention period that applies everywhere.

Design the ledger so that corrections do not erase the original trail. When a refund or later adjustment changes previously reported income, preserve the original entry, the reason and date of the change, the revised calculation, and the corrected report or remittance record where applicable. OECD model reporting rules describe corrected reporting after late refunds, making this a useful control pattern even where local contribution procedures differ.
