To fix a high reading, first determine whether it is sustained, capture it if it comes and goes, identify the process or system area responsible, and then choose a fix that matches the evidence.
Confirm whether the reading signals a real, sustained problem
A brief spike can be normal. Note when the reading rises, what the PC or server is doing, whether the slowdown occurs at the same time, and whether the pattern repeats. Record the Windows edition and version and whether the system is a client PC, Windows Server, or Azure VM; Microsoft’s cited threshold guidance is mainly for Windows Server, with separate guidance for Azure VMs, so it should not be treated as a universal PC standard.
Microsoft Learn’s Windows Server troubleshooting guidance addresses sustained CPU use of 80% or higher, while its performance-scenario guide recommends investigating relevant readings that persist for more than a minute. These are diagnostic reference points, not guarantees that a particular percentage is harmful on every machine or workload. Short spikes may be tolerable, depending on what the system is doing. Find what is using CPU
Start with a live view
- Open Task Manager and sort the Processes list by CPU to spot active application or service consumers.
- For another view, open Resource Monitor by running
resmon, select the CPU tab, and sort by Average CPU. - Compare the observed process activity with the time the slowdown occurs. A single instantaneous reading is weak evidence; look for a pattern that lasts or repeats.
Use PerfMon to distinguish application load from system activity
In PerfMon, correlate system-wide and process-level counters over the same period. Useful counters include Processor Information(*)% User Time, Processor Information(*)% Privileged Time, Processor Information(*)% Idle Time, Process(*)% User Time, and SystemProcessor Queue Length. Microsoft’s performance scenario guide lists processor user time below 50% as healthy, 50–80% as warning, and above 80% as critical; for privileged time, it lists below 30% as healthy, 30–50% as warning, and above 50% as critical. It lists idle time above 20% as healthy, above 10% as warning, and below 10% as critical. Treat these categories as the guide’s Windows Server diagnostic examples, not required targets for every Windows PC.

High user time can point toward applications or services. High privileged time, DPCs, interrupts, or system-process activity can indicate kernel or driver work that needs a different investigation. Microsoft also notes that process CPU usage can exceed 100% when multiple CPUs are in use, so do not assume every process total is capped at 100%.
Check system memory and process working sets separately
Add MemoryAvailable MBytes and Memory% Committed Bytes In Use to assess system-wide pressure, then compare them with Process(*)Working Set to see how much resident RAM each process holds. Available MBytes represents physical memory available for allocation. Working Set is RAM held by a process; it is not that process’s page-file use.

Microsoft’s Windows Server scenario guide categorizes Available MBytes above 10% or at least 4 GB as healthy, below 10% as warning, and below 1% or less than 500 MB as critical. These are the guide’s categories, not a universal minimum-memory requirement. If process working sets do not account for the pressure, committed memory or kernel pools may be relevant. PerfMon provides limited information about which driver owns kernel-pool usage; paged pool can be paged out, whereas nonpaged pool cannot. Microsoft discusses these counters in its Windows performance scenario guide and its Azure VM memory troubleshooting guidance.
Do not decide to add RAM from a single graph. First establish that the pressure is sustained, identify what accounts for it, and determine whether it reflects the normal workload or a program or system resource behaving abnormally.

Capture intermittent spikes for later analysis
If the live view misses the event, use a PerfMon Data Collector Set to log counter history. Microsoft documents creating a counter set in PerfMon or with logman.exe; the appropriate interval depends on the problem. Its scenario guide uses a 15-second example, while its issue-specific CPU guidance recommends 1–5-second snapshots for certain investigations. A one-second interval is used in a separate broad server-log example. None is a one-size-fits-all setting.
In Microsoft’s documented command examples, an elevated command prompt is required. Start and stop a configured collector with logman.exe start <name> and logman.exe stop <name>. Configure the collector for the counters and machine under investigation rather than copying a long server-oriented sample as a universal PC preset. Microsoft’s 15-second example says the collector should use less than 1% system impact and no more than 800 MB of local disk space; those are example configuration figures, not a guarantee for every machine or counter set.

When reviewing a log, check the selected time range and sample count as well as the graph. Microsoft’s scenario guide says PerfMon graphs display at most 1,000 data points and may summarize points in dense captures. At a one-second collection interval, that allows 16 minutes and 40 seconds of distinct points before graph points are summarized. Compare the plotted shape with the log’s minimum and maximum statistics: a graph may not visibly show an extreme recorded in the statistics.

If an application dominates
If the same application consistently accounts for high user CPU or a large working set, use that application’s vendor guidance to update, reconfigure, close, or repair it. The counter identifies a likely consumer, not necessarily the reason it is consuming resources.

If a Windows service or shared service host is involved
Confirm which service is responsible before changing a service’s settings. A shared svchost.exe can host multiple services, so the process name alone may not identify the cause. Use process-instance and PID information, then attribute the activity to the service. Microsoft describes this attribution issue in its high-CPU troubleshooting guidance.
If system or driver indicators dominate
When sustained high CPU remains unexplained and privileged time, DPCs, interrupts, or system activity are prominent, PerfMon may not contain enough kernel-level detail to explain the cause. Microsoft recommends Windows Performance Recorder (WPR) for certain high-CPU cases and advises keeping captures to a few minutes because trace files can grow quickly. If you cannot interpret the trace, seek qualified Windows support rather than changing drivers or system settings on a guess.

When the numbers do not match what you see
- The graph looks normal, but the PC slowed down: check that the collector covered the affected time and that the chosen counters could show the suspected issue. For intermittent spikes, collect history instead of relying on a live view.
- The graph misses an extreme: inspect minimum and maximum statistics and account for graph summarization when the capture contains more data than the graph can display distinctly.
- A process name seems responsible but the cause is unclear: correlate the time window and identify the process instance or service, especially when the name is a shared
svchost.exe. - Memory is low but no process explains it: compare committed memory and consider kernel pools; PerfMon alone may not identify the driver responsible for kernel-pool use.
