Create an alert Data Collector Set, choose the counter that represents the pressure you care about, then set an action—such as writing an event, starting another collector, or running a scheduled task. Thresholds are examples to tune for your workload, not universal definitions of “high” usage.
Choose the right setup route

Performance Monitor is a built-in Windows MMC snap-in. Its Data Collector Sets collect performance data and can be used for local or remote monitoring. See Microsoft’s Performance Monitor troubleshooting guide for background and investigation guidance.
Create an alert in Performance Monitor

Open Performance Monitor and expand Data Collector Sets, then User Defined. Create a Data Collector Set or select an existing one and configure an Alert data collector. The exact creation dialogs can vary; Microsoft’s alert-and-email instructions focus on setting properties after a set exists.

Add the counter path that matches the resource you want to monitor. Set a comparison operator and a threshold value for that counter.

Open the alert collector’s action settings. Choose whether the alert should write an event, start a Data Collector Set, or invoke a Task Scheduler task.

Start the collector and check the configured destination when the threshold is crossed. Use a threshold and sampling interval appropriate for the event you need to detect; a brief spike can be missed if it falls between samples.
Microsoft documents the event-log, collector-start, and scheduled-task actions in its performance counter alert and email instructions. The initial creation details are not fully covered by that article.

Select a counter for CPU, memory, or disk
CPU: overall processor time
For total CPU utilization, use Processor(_Total)% Processor time. Microsoft’s logman example uses a threshold of 50, as in Processor(_Total)% Processor time>50. That demonstrates the syntax; it is not a recommended setting for every computer. Choose a level and duration that correspond to the workload and the kind of slowdown you want to catch.
Memory: decide what kind of pressure matters
Memory counters live under the Memory object. For example, available memory is relevant when you want to notice dwindling physical memory, while committed bytes describe committed memory demand. Pick the metric that answers your question before choosing its threshold: these values represent different things, so one generic “high memory” number would be misleading. Microsoft documents Memory counter paths and a committed-bytes threshold example, but does not prescribe a universal memory threshold for this use.
Disk: distinguish capacity from performance
Disk counters are available under LogicalDisk(*) and PhysicalDisk(*). First decide whether “high disk usage” means low free space, latency, throughput, or queueing; then select a counter for that measure. Logical and physical disk counters describe different scopes, and the sources do not establish one universal disk threshold.

Microsoft lists these counter families and uses processor, memory, LogicalDisk, and PhysicalDisk counters in its Windows performance troubleshooting guidance.
Set an alert action
Write an event to the Diagnosis-PLA log
An alert can create an event in Applications and Services Logs/Microsoft/Windows/Diagnosis-PLA/Operational. This gives you a record that the condition was detected; it does not, by itself, identify the process or underlying cause.

You can configure the alert to start a separate Data Collector Set, allowing it to capture additional counter data when a threshold is crossed. A counter-collection set and an alert are distinct: collection records selected counters, while the alert watches a threshold and triggers an action.

Run a scheduled task
To run a task, configure the task in Task Scheduler and enter its task name in the alert’s Alert Task property. Microsoft’s example creates a scheduled task with an email action and enables Run with highest privileges. Its instructions are scoped to supported Windows Server versions; they do not guarantee delivery with every current email provider or establish that the same workflow works on every Windows client edition.

Microsoft documents this CPU alert example:
logman create alert new_alert -th Processor(_Total)% Processor time>50
It creates an alert named new_alert for the total Processor time counter with a threshold of 50. The value illustrates command syntax, not a general recommendation. Microsoft documents logman create alert for Windows 10, Windows 11, and Windows Server 2016, 2019, 2022, and 2025. The command also supports options for event-log reporting, a task, task arguments, and a Data Collector Set to start. For more context around an alert, configure a separate counter Data Collector Set. A counter-collection command is not itself an alert command; alternatively, configure the alert to start a collector when it fires.
Tune threshold and sampling interval
A threshold is a comparison against the value of the selected counter. The MS-PLA specification defines threshold paths with > or < and a value. In XML definitions, those characters must be escaped as > and <. The specification lists a default alert sample interval of 15 seconds and a minimum of one second. A shorter interval can detect brief changes more promptly, but consider monitoring load and whether short-lived changes matter for your use case. Microsoft’s troubleshooting examples use intervals from one to 15 seconds for different collection purposes.
Treat thresholds as starting points to validate against normal operation. Microsoft’s troubleshooting guidance says continuous CPU utilization above 85% indicates a CPU bottleneck in its support context; that is not a universal alert recommendation. Use collected data to examine the pattern and investigate which process or resource is involved. Performance Monitor is useful for counter monitoring, but it does not provide kernel tracing or log kernel information, so an alert alone cannot diagnose the cause of slow performance.
Keep Server Manager alerts separate
Server Manager has its own performance-alert collection settings for its dashboard; those are not Performance Monitor alert thresholds. Microsoft lists defaults of 85% CPU and 2 MB remaining memory for that Server Manager feature. They should not be copied as universal settings for a Performance Monitor collector. Microsoft also cautions that changing thresholds can produce false positives on Dynamic Memory virtual machines. See View and Configure Performance, Event, and Service Data for that feature’s scope.
