Unauthorized pay TV means receiving or accessing subscription television, its signal, or its content without the permission required by the broadcaster or service provider. The exact legal test depends on the country, the service, and the conduct involved; the phrase is a useful description, not one universal legal definition.
What makes pay-TV access unauthorized?
The central question is authorization: did the provider permit this person to receive the service or view the content through this method? Depending on the law, the relevant conduct may be described as receiving or intercepting a signal, causing access, or using equipment adapted to bypass paid access.
“Free” does not automatically mean unauthorized. Free-to-air programming, content covered by a valid license, and viewing included in a household subscription can all be lawful. Conversely, a subscription-only channel does not become authorized to watch simply because it is available through a device or app.
Is a device itself illegal?
Usually, the important issue is how a device is configured and used, not whether it is a television, computer, phone, streaming stick, or set-top box. UK Intellectual Property Office guidance says illicit streaming can happen through ordinary devices as well as purpose-built hardware. In the guidance’s words: “Illicit streaming is the watching of content without the copyright owner’s permission by any means, not just via hardware devices.” That guidance was published on 20 November 2017.
How the legal wording differs by jurisdiction
These examples illustrate why the phrase should not be treated as a single worldwide offense. Each source addresses particular services and conduct; other laws may also apply, and the cited provisions should not be generalized beyond their jurisdiction.

Why the details matter
When assessing a specific situation, the legal question can turn on the service covered, what the person did, and any required knowledge or intent. A rule may address receiving a signal, causing access, adapting or supplying equipment, or a combination of these. Exceptions can also matter. The labels “copyright infringement,” “fraud,” “theft,” and unauthorized reception are not interchangeable; each may have different legal elements.
A historical Hong Kong Legislative Council committee paper used “pirated viewing” to describe using an unauthorized decoder to watch pay-TV programmes without payment. That is a policy explanation from that paper, not a universal legal definition. Read the committee paper.

How to watch subscription-only programming legally
Ask the broadcaster or licensed service provider which viewing options are authorized in your country. Confirm that the channel, programme, account, and device are covered by the offer; having an app or compatible box alone does not establish viewing rights. If you are facing a specific allegation or dispute, consult a qualified lawyer in the relevant jurisdiction.
