No completed Intel–TSMC agreement to make Intel processors is established by the available company filings and reporting. Intel describes TSMC as a possible future foundry under a specific Intel 14A contingency, while saying it intends to keep making most of its products in its own factories. That is different from a confirmed partnership or a current move of Intel processor production to TSMC.
Did Intel and TSMC agree to make processors together?
The available evidence does not establish a signed deal, joint venture, or technology-sharing agreement between Intel and TSMC to make Intel processors. In April 2025, Axios reported that TSMC CEO C. C. Wei said the company was not discussing a joint venture or technology-sharing agreement with any company. That report describes his response; it is not a transcript. Axios’s April 17, 2025 report
Intel’s 2025 Form 10-K mentions a possible future use of third-party foundries, particularly TSMC, but only if specified conditions arise. It does not say that the companies have signed an agreement or that TSMC is already manufacturing Intel processors under that scenario. Intel’s 2025 Form 10-K
What Intel’s filing actually says about TSMC
Intel says it intends to remain a major semiconductor manufacturer and expects to make the majority of its products in its own factories. Its filing outlines a conditional alternative: if Intel cannot secure a significant external customer for Intel 14A and pauses or discontinues 14A and successor nodes, it expects over time to shift manufacturing of products beyond Intel 18A and 18A-P to third-party foundries, particularly TSMC.

This is a description of a possible response to a future business and roadmap outcome—not a statement that the outcome has occurred. The filing does not specify how many products or processors would be involved, nor does it announce deal terms, investment, ownership, or a production start date.
Intel 18A products are a separate story
Intel’s own production on Intel 18A shows why the conditional foundry scenario should not be confused with a present-day transfer to TSMC. In its October 9, 2025 announcement, Intel identified Core Ultra Series 3, code-named Panther Lake, as its first client system-on-chip built on Intel 18A and said the product was already in production. Intel said in October 2025 that Panther Lake was on track for customer commitments and would enter high-volume production at Fab 52 in Arizona later that year. Those were schedule statements made at the time of the announcement, not a new 2026 forecast.
Intel describes 18A as incorporating RibbonFET gate-all-around transistors and PowerVia backside power delivery. It says 18A and derivative processes, notably 18A-P, are expected to serve multiple generations of future client and server CPUs. These statements concern Intel’s process roadmap and its own manufacturing, not a TSMC-made Intel processor.
