The Keysight/Agilent 8960 is the E5515C Wireless Communications Test Set. Paired with the appropriate W-CDMA/HSPA lab application, it can emulate a cellular test environment for evaluating packet data and documented voice/video test functions. Keysight lists HSPA packet-switched capabilities of up to 14.4 Mbps HSDPA and 5.7 Mbps HSUPA for the E6703G application; those are vendor-stated capabilities, not a promise of the rate a particular phone or live network will deliver.

What the 8960 emulates—and what it does not prove

Keysight describes an E5515C 8960 with a technology-specific lab application as a “network in a box.” Its archived application note describes a setup that can provide internet connectivity with real data traffic and data verification for signaling, IP performance, and user experience. This is the vendor’s documented use case, not an independent performance evaluation.

The test set and application create a controlled cellular test environment for a device. That lets an engineer exercise supported signaling and data paths without treating a live carrier network as the test instrument. It does not establish that a handset will reach a particular throughput in the field: device capability, configuration, network conditions, and the purpose of the test all matter. Keysight’s support material describes HSDPA as a W-CDMA Release 5 change intended to increase throughput and improve downlink data-traffic efficiency; that description is not a measured result for a specific test.

What the E6703G application documents

Keysight’s E6703G W-CDMA/HSPA Lab Application page lists HSPA packet-switched data capability and voice/video test functions. The listed rates describe the application’s stated capability, not a handset benchmark or guaranteed achieved transfer rate.

The E6703G product page is marked obsolete. Before relying on these capabilities for a project or equipment decision, check the installed application, firmware, licensing, instrument condition, and the relevant revision-specific guide.

Choose the test objective before wiring the bench

“Audio/video data transfer” can describe different questions. Select the test function that matches the behavior you need to examine rather than assuming that one mode proves every layer of a service.

  • Packet-data behavior: Use the supported packet-switched data setup when the question concerns data connectivity, signaling, IP performance, or user experience. Keysight’s archived application note describes real data traffic and data verification as part of its network-in-a-box use case.
  • End-to-end voice or video: Use the corresponding documented E6703G function when you need to evaluate an end-to-end voice or video path.
  • Loopback video: Use the documented loopback-video function when that is the intended test. Do not treat a loopback result as interchangeable with an end-to-end service result.

The cited product information identifies these capabilities but does not specify detailed test recipes, acceptance thresholds, or performance results. Use the user guide for the exact application revision to define the procedure and interpretation.

Build the configuration around the application

The 8960 is not a universal cellular emulator by itself: the technology-specific lab application and its supported revision are part of the configuration. Keysight’s archived documentation covers legacy applications, and the required application and firmware can differ across models and features. For example, the PXB documentation lists different minimum revisions for E6703C W-CDMA Lab App C and E6703H DC-HSPA support.

  1. Identify the installed setup. Record the E5515C configuration, W-CDMA/HSPA application name and revision, and firmware revision. Compare them with the setup guide for the test you intend to run.
  2. Match the test objective to the application. Confirm that the installed application supports the desired packet-data, voice/video, loopback, multi-cell, or fading function. Do not infer support from the instrument model alone.
  3. Connect the device for the selected test. In the documented fading example, the W-CDMA test phone connects to the 8960 RF IN/OUT port. That example is specific to its application and configuration, not a universal wiring diagram.
  4. Add optional equipment only when the procedure requires it. The cited fading example pairs the 8960 with an N5106A PXB baseband generator/channel emulator and an E6785 Fast Switching Lab Application. It specifies an external 10 MHz reference connection between the PXB and 8960, USB-to-GPIB control, and an LVDS digital-bus connection.
  5. Verify control and network connections. If remote control is required, the two-cell guide says a GPIB connection between both test sets and the controlling PC is necessary. For its two-cell setup, Ethernet connects the test sets for control-message exchange.

For the cited two-cell system, Keysight recommends an Ethernet switch or hub rather than a gateway or WAN link, to reduce the chance that delayed packets cause data loss. That recommendation is specific to that system and should not be generalized into a requirement for every single-cell test.

Keep emulated capability separate from measured performance

A result belongs to the device, application revision, configuration, and test conditions that produced it. The E6703G figures are documented application capabilities; the cited material does not supply a named independent study, a universal measured throughput, or evidence that all handsets achieve those rates. Report actual observations from your own validated test procedure separately from the application’s stated maximum capabilities.

  • State whether the test concerns downlink HSDPA or uplink HSUPA, and identify the application and firmware revisions.
  • Describe whether the result concerns packet-data traffic, end-to-end voice/video, or loopback video.
  • Identify optional components such as the PXB, fading setup, or two-cell arrangement when used.
  • Do not equate an emulated test result with performance on a commercial network unless a separate field test supports that conclusion.

Check legacy documentation before reproducing an example

Keysight’s 8960 support material includes obsolete applications and legacy online help. Its documentation index warns that online help may not contain the latest version of a specific document. Use the guide matching the exact application and instrument revisions in your bench, and verify software licensing and equipment condition before planning a procedure or purchase. A published example is useful for understanding a configuration, but it is not proof that every 8960 supports the same wiring or function.
