Xilinx announced ISE Design Suite 13.4 on January 18, 2012, adding public access to MicroBlaze MCS, serial-link RX Margin Analysis, and partial-reconfiguration support for Artix-7 and Virtex-7 XT FPGAs. It was a historical release—not a current compatibility or licensing guide.
When did Xilinx release ISE Design Suite 13.4?
Xilinx announced and released ISE Design Suite 13.4 on January 18, 2012. Its contemporaneous Xcell Journal Issue 78 identified 13.4 as the latest release for the Logic, Embedded, and DSP editions that month.
What was new in ISE Design Suite 13.4?
The release focused on three workflows: adding an embedded microcontroller system, analyzing high-speed serial links, and reconfiguring portions of a design while other logic continued operating. Xilinx also highlighted first-public-release support for Artix-7 and Virtex-7 XT devices.
MicroBlaze MCS became publicly available
MicroBlaze MCS was a turnkey microcontroller system built around a MicroBlaze processor. Xilinx described it as including local program and data memory, GPIO, timers, interrupt controllers, and other standard peripherals. According to Xcell Journal, it was included in all ISE Design Suite editions and ISE WebPACK, and could be used without an ISE Embedded Edition license or Xilinx Platform Studio.

ChipScope Pro added RX Margin Analysis
ChipScope Pro gained RX Margin Analysis, which used two-dimensional statistical eye-scan algorithms to characterize serial-channel quality in real time or after a run. Xilinx said the tool was intended to help engineers improve signal quality and reduce bit-error ratio; the announcement presented these as goals, not independently verified results. The release positioned margin analysis as useful as designs used faster point-to-point buses and carried larger data packets.
PlanAhead added partial reconfiguration for two FPGA families
PlanAhead added partial-reconfiguration support for Artix-7 and Virtex-7 XT. Xilinx described this approach as allowing logic blocks to change dynamically while the rest of the design continued operating. The company cited design flexibility and system upgrades as potential uses; those are vendor-described capabilities and intended benefits, rather than independent performance findings.

Artix-7 and Virtex-7 XT support
Xilinx called ISE 13.4 its first public release supporting the Artix-7 and Virtex-7 XT FPGA families. This was an important expansion of the devices available to designers using the suite, alongside the release’s workflow updates.
Which updates depended on the ISE edition?

What did Xilinx say about the release?
In the announcement, Tom Feist, then Senior Director of Software and Tools Marketing at Xilinx, said: “With hardware designs increasingly using more point-to-point buses, at faster speeds and sending larger data packets, it is becoming more important for design engineers to pay close attention to the quality, error rates and margins that such designs require,”
Feist also said: “Increasing designer productivity continues to be the top focus for Xilinx. ISE Design Suite 13.4 further extends and simplifies our development tools to ensure their ease of use and support in deploying our entire 7 series FPGA families in these types of designs.” These were statements from the vendor about its priorities and product goals, not independent evaluations.

Was ISE 13.4 available to download?
At the time, Xcell Journal said the release was available from Xilinx’s Download Center and that a free 30-day evaluation was offered. AMD’s current search listing identifies ISE 13.4 as a legacy tool download, but that listing does not establish present-day download eligibility, licensing terms, or operating-system compatibility. ISE 13.4 brought together broader 7 Series device support with updates for embedded, serial-link, and reconfigurable-design workflows. Its most distinctive changes were MicroBlaze MCS availability across the editions and WebPACK, ChipScope Pro’s RX Margin Analysis, and PlanAhead partial reconfiguration for Artix-7 and Virtex-7 XT. The edition-specific simulation and IP notes added further changes for particular users, but the speedup figures came from Xilinx’s own release material.
