A 2025 study of one indoor deployment reported median throughput improvements of up to 535× downlink and 33× uplink compared with the worst-performing mobile network operator (MNO) in that study. Those are deployment-specific relative results—not typical speeds or a guarantee that a CBRS-connected phone will be faster.
What CBRS changes—and what it does not
CBRS (Citizens Broadband Radio Service) is a U.S. shared-spectrum framework covering 3550–3700 MHz, a 150 MHz band. It lets commercial networks use spectrum while protecting federal incumbents under FCC Part 96. CBRS is not a speed tier: it can carry LTE or 5G, but the spectrum label alone does not determine a user’s throughput. Available channels, propagation, interference, network design and protection requirements all matter. NIST’s CBRS project overview describes the band and its sharing structure.
How CBRS spectrum sharing works
Commercial access follows a three-tier priority system. Federal incumbents have the highest priority; Priority Access License (PAL) users rank above General Authorized Access (GAA) users. GAA users must yield to both higher-priority tiers when required. A Spectrum Access System (SAS) coordinates commercial channel assignments and power levels. An Environmental Sensing Capability (ESC) detects protected federal activity; when necessary, the SAS can direct affected Citizens Broadband Radio Service Devices (CBSDs) to stop using or move from the relevant frequencies. NIST’s September 2026 explanation outlines these mechanisms.
Protection is not simply a matter of checking one transmitter. NIST describes models that consider aggregate emissions from many devices, including device activity and parameters, distance, terrain, clutter and receiving antennas. NIST also reports comparing model predictions with field measurements; its 2026 account says more than two years of monitoring data were collected and 4,767 sensor-days made public for model and field comparison. These controls balance commercial use of shared spectrum against protection of federal systems.

What the 2025 indoor 5G study found
A paper by Muhammad Iqbal Rochman, Joshua Roy Palathinkal, Vanlin Sathya, Mehmet Yavuz and Monisha Ghosh examined one real-world indoor CBRS neutral-host deployment serving two MNOs. Its reported results include:
- Up to 535× median downlink throughput and 33× median uplink throughput compared with the worst-performing MNO in the measured comparison.
- More than 22 dB median penetration loss between the indoor CBRS network and outdoors; the authors said this helped limit outdoor interference in that deployment.
- A median 12 dB reduction in user-device uplink transmit power and a median 233 resource blocks per slot freed in 5G for the MNO network, as reported by the paper.
These figures describe that deployment and its comparisons, not an independently tested result for every CBRS network. The available abstract gives relative throughput factors, not a general absolute Mbps benchmark. A sound comparison with licensed macro 5G or Wi-Fi would need matched locations, devices, bandwidth, time and measurement methods; the cited material does not establish a broad, apples-to-apples comparison. The paper’s abstract is available through SpectrumX.

When CBRS may help a 5G user
Indoor locations with weak outdoor cellular signals
Walls and other building materials can weaken outdoor mid-band signals indoors. A locally deployed CBRS network can provide another way to serve indoor users, as in the studied neutral-host deployment. The study’s reported penetration loss also illustrates why an indoor network may be less exposed to outdoor interference in a particular building. It does not establish that every building will see the same benefit.
Networks with access to useful channels and capacity
CBRS performance depends on what spectrum a network can use and how it is engineered. Tier priority, SAS coordination and incumbent-protection requirements can affect commercial access. A 150 MHz-wide band does not mean any one operator or user receives all 150 MHz.

How to interpret claims about CBRS speed and reach
Keep speed evidence separate from availability projections and auction totals:
| Figure | What it describes |
|---|---|
| Up to 535× median downlink; 33× median uplink | Relative results in one 2025 indoor deployment, compared with its worst-performing MNO; not a general speed estimate. SpectrumX paper abstract. |
| Approximately 72 million more people | NTIA’s 2024 estimate of people who could be served by uninterrupted CBRS access following an aggregate interference model change. This is a potential availability effect, not a measured throughput improvement. NTIA announcement. |
| $4.5 billion in net winning bids; 20,625 PALs; 228 winning bidders | NTIA’s 2024 report figures for the 2020 PAL auction. They indicate auction scale, not the cost of a specific network deployment. NTIA auction report. |
The reach estimate does not show that an individual user will receive a faster connection. Likewise, auction totals do not predict a network’s performance or deployment cost. NTIA’s June 2024 announcement quoted Administrator Alan Davidson describing the approach as balancing federal mission needs with commercial 5G and broadband access.

How fast is CBRS 5G?
There is no single general speed figure established by the cited sources. The strongest numerical performance result here is a relative, study-specific comparison—not an absolute Mbps figure that can be applied to other buildings, operators or devices. To evaluate a local CBRS service, look for measurements from the actual deployment and ask how they were collected, what network and device were used, and what comparison baseline was chosen.
