Choose a VPN only after identifying what you need it to do. A VPN routes your network traffic through a provider, making that provider an important party to trust; it is not an automatic privacy upgrade or a guarantee of anonymity. Compare services by their privacy practices, verifiable security information, device support, relevant locations, usability and full renewal cost—not by feature lists alone.
First, decide whether a VPN solves your problem
A consumer VPN changes the route your traffic takes: instead of going directly through your internet provider, it passes through the VPN provider. That can change which organization handles some network information, but it also means you are placing trust in the VPN company. CISA warns that personal VPN use shifts residual risks from an internet service provider to the VPN provider, and that many free and commercial providers have questionable security and privacy policies. Write down your actual need before comparing products. For example, you might need a connection to a work or school network, want to use a service while traveling, or need a VPN for a particular network-privacy concern. If you cannot name a specific problem, pause before paying: a VPN adds another provider and another app to evaluate, and may not improve the issue you have.
Public Wi-Fi is not, by itself, a reason to buy one
The FTC says public Wi-Fi is usually safe because most websites now encrypt traffic. Check for HTTPS or a lock symbol, keep your software updated, and protect accounts with strong passwords and two-factor authentication. What to compare before choosing

How to evaluate privacy claims
Start with the provider’s privacy policy and distinguish among account data, connection metadata and activity data. Check whether the policy explains collection, retention and sharing in understandable terms. Then look for verifiable evidence supporting the provider’s claims. A statement such as “no logs” is not enough on its own to show what the service actually collects or how its systems work. No named provider’s current policy or audit has been verified here, so check current provider documentation directly rather than treating any company as endorsed.
Read security claims in context
CISA’s infrastructure hardening guidance calls for strong cryptography and gives AES-256 for encryption and SHA-384 or SHA-512 for hashing as examples. This is guidance for securing communications infrastructure, not a consumer VPN ranking or proof that a product is safe because it advertises one of those terms. For a beginner, useful signals are transparent explanations, current software and evidence about privacy practices. Do not treat a protocol or cryptographic label as a complete evaluation. A VPN also cannot protect a compromised device simply by routing its traffic through a tunnel; CISA advisories remind organizations that a VPN is only as secure as the connected devices. Free VPNs, paid plans and anonymity
Do not assume a free VPN is safe
CISA’s warning applies to many free and commercial personal VPN providers: questionable privacy and security policies are a reason to examine the provider, not a reason to assume a paid service is automatically trustworthy. Evaluate the same policy, security and transparency evidence regardless of price.

A VPN does not make you anonymous
A VPN changes the network path and shifts some visibility and trust to the provider. It does not establish that you are anonymous, nor does it make a scam site legitimate or replace device updates, strong passwords and two-factor authentication.

- Define the need. Write down the specific task, devices and situations the VPN must support.
- Check privacy evidence. Read the current policy for collection, retention and sharing, and look for verifiable support for its claims.
- Check security and upkeep. Review the provider’s security explanations, documentation and app maintenance; do not decide based on a cryptographic label alone.
- Verify practical fit. Confirm supported devices, simultaneous-use needs, relevant locations and setup or cancellation help. For a router setup, verify protocol and service compatibility before buying hardware.
- Compare the real cost. Check the price for your intended term and what it renews at, using the provider’s current terms.
- Compare under relevant conditions. If performance matters, assess reliability and speed on the networks and destinations you actually expect to use; generic claims are not a substitute for comparable evidence.
