Choose a video meeting when attendees need to participate as peers—speaking, sharing video, collaborating, or presenting. Choose a webinar when a host or small presenter group needs to guide a structured audience, often with registration and more control over attendee permissions. The label alone does not settle the choice: webinar tools can support audience interaction, and available controls depend on the platform, event type, and license.
Webinar vs. video meeting: what changes?
The central difference is the planned relationship between presenters and attendees, not whether the event includes questions. In a meeting, participants commonly interact with one another by voice, video, or chat, and several people may present. Microsoft describes meetings as generally best for those situations in its overview of meetings and events in Microsoft Teams. A webinar is typically organized around a host or presenters delivering content to an audience, with tools for registration and managing attendee participation.
These are common patterns rather than fixed rules. A webinar can include questions, polls, reactions, raised hands, or attendee microphones and cameras in some configurations. A meeting can also be used for a presentation. What matters is which people need which controls, and whether the selected product and license provide them.

Decide who can participate—and how
Before scheduling, specify who should be able to speak or appear on camera, whether attendees should talk to one another, and whether questions should be moderated. Then check the actual event settings for presenter roles and attendee permissions: microphone, camera, chat, polls, raised hands, and Q&A. A webinar does not automatically mean attendees are silent; the available interaction varies by platform, event type, and license.

Separate registrations from people attending live
A registration count and a concurrent-attendance limit describe different things. Zoom says webinar registration may be unlimited or capped, while concurrent attendance depends on the webinar plan. Check both the registration configuration and the live capacity for the license and event you will use; do not treat the registration cap as the number of people who can join at once. Microsoft’s current product documentation describes capabilities for Teams events of up to 1,000 attendees. That is a product capability, not an independent study statistic, and the applicable event type and configuration should be verified in Microsoft’s event planning guidance.

Decide whether registration earns its extra steps
Registration is useful when you need people to sign up in advance or want a managed audience workflow. Work out whether you need a registration page, a registration window, approval, a cap, or a waitlist, then confirm which of those settings your platform supports. If attendees can simply join and you do not need those controls, a meeting may be the more direct choice.
How to plan and host the event
- Define the audience’s role. Write down who will present, who may speak or use video, whether attendees can talk to one another, and how questions will be handled. Use these behaviors—not the event name—as the starting point.
- Estimate peak concurrent attendance. Plan for the number of people likely to join at the same time, separately from registrations. Check the capacity for your actual license and event configuration; product limits can vary and change.
- Choose the registration workflow. If people must sign up, decide whether you need a registration page, start and end dates, approval, a cap, or a waitlist. Configure only what the selected event type and license support.
- Assign roles and permissions. Identify presenters and decide what attendees can do with microphones, cameras, chat, polls, raised hands, and Q&A. Confirm the settings in the scheduled event rather than assuming the platform’s default matches your plan.
- Rehearse the production flow. Test presenter handoffs, screen sharing, audio and video permissions, the question workflow, and the attendee join experience. A short rehearsal can surface issues before invitees arrive.
- Set expectations in the invitation. Tell invitees whether advance registration is required, whether they can unmute or use video, and where to submit questions. That helps attendees arrive prepared for the kind of participation you intend.
Make the final choice by comparing controls
Use the platform’s current documentation and your actual license to verify the features that determine the format. - Choose a meeting if attendees need broad peer-to-peer participation or multiple people may present.
- Evaluate a webinar if a host needs to manage a presenter-led audience, registration, or attendee permissions.
- For a mixed event, decide whether structured moderation or open collaboration matters more, then confirm the specific interaction controls available.
