Use SAM.gov Contract Awards to find who won a federal construction contract, then use USAspending.gov to examine reported award transactions and spending. Neither site is a live construction-progress tracker: for schedules, site activity, and delivery milestones, check the responsible agency’s project page or office.
Where to look for federal construction contract awards
SAM.gov is the current public search location for federal contract award data. The General Services Administration says all public-facing FPDS functionality has transitioned to SAM.gov. FPDS ezSearch was decommissioned on February 24, 2026, so older instructions that direct readers there are out of date.
SAM.gov is for procurement records: it can help establish whether an award was made and identify the recorded awardee and award details. A solicitation or opportunity is not an award; confirm the result in award records rather than treating an opportunity notice as proof that a contractor won.
How to find who won a federal construction contract
- Open SAM.gov Contract Awards. Search using the project name or a distinctive phrase, the contractor’s legal business name, the agency, a solicitation or notice identifier, or the PIID (Procurement Instrument Identifier) if you have it. GSA says the search supports keywords, agencies, and legal business names. Public search requires a SAM.gov account, but GSA says no specific role is needed to view public data.
- Narrow the results. Apply relevant filters, such as agency, awardee, or set-aside, where available. If you have the original opportunity or solicitation, use its identifier to help distinguish the eventual award from unrelated projects.
- Confirm the record and save its identifier. Record the award identifier and review the award details. Keeping that identifier makes it easier to find the same award again and follow its reported modifications rather than relying on a search-result summary.
- Use connected records when available. SAM.gov connects award records with opportunities and subcontract reports. These links can help trace a procurement from solicitation to award or find reported subcontract information, but they do not establish construction progress at the site.
For repeat searches or reporting, SAM.gov points users to its Data Bank for reports and to Open.gsa for contracting data APIs. Identify the fields and award records you need before building a recurring search or data workflow.

How to follow award changes and spending in USAspending.gov
USAspending.gov complements SAM.gov with searchable award and transaction records and broader spending context. Use it to examine reported changes to an award, not as a substitute for confirming procurement details in SAM.gov.
- Search by a project or award description, agency, recipient, or another known identifier.
- Filter results by the relevant time period, location, agency, recipient, award description, award amount, NAICS code, or product/service code.
- Open the individual award and inspect its transaction history. Multiple transactions or modifications may change the reported value over time, so compare the history rather than relying on one amount shown in a result.
- For project geography, check place of performance rather than assuming the recipient’s headquarters or mailing address is where the construction work occurs.
USAspending can help answer what financial activity has been reported for an award. It does not show, by itself, whether a crew is on site, whether a milestone was met, or whether a facility is complete.

How to track project funding and physical progress
Choose the update source according to the question. An award modification is a procurement-record change; an obligation or outlay is a financial update; an agency announcement may report a milestone; and physical construction progress concerns work at the site. These are related but not interchangeable.

For enacted Congressionally Directed Spending and Community Project Funding, the Congressional Research Service describes GAO’s Tracking the Funds tool as a place to follow designated, obligated, and outlaid amounts when available. For construction schedules and site updates, look to the responsible agency’s project page or office; do not assume that funding data describes physical work.

What award amounts, obligations, outlays, and update timing mean
An award amount or transaction entry is a record of procurement activity, not a measurement of construction completed. The Congressional Research Service distinguishes obligations—federal spending commitments—from outlays, which occur when federal money is paid. Neither an obligation nor an outlay, on its own, proves that a particular amount of construction work has been completed.
Financial and award records can also arrive after the underlying transaction. In its April 22, 2025 report, the Congressional Research Service says agencies generally are required to report award transactions within 30 days after implementation; Department of Defense reporting may take longer, generally 90 days. These are general reporting expectations, not guaranteed update times for every record.

The CRS also notes data-quality issues in USAspending. For an important award, compare the USAspending transaction history with the SAM.gov award record and, where useful, an announcement from the responsible agency. A difference or delay does not by itself establish that construction has changed.

For agency-specific searches, use the agency filter in SAM.gov or USAspending.gov. If you are searching by contractor, use its legal business name where possible; a familiar brand or project nickname may not match the name in an award record.

For location-based research, distinguish the award recipient’s location from the place of performance. A contractor’s headquarters or mailing address may be far from the construction site. CRS advises using place of performance in USAspending to identify project geography. If location is central to your conclusion, confirm it against the award record and agency project information.
