Google has helped shape web standards, including HTML, but it does not own HTML or set the standard by itself. HTML is the Web’s foundational markup language; its current specification is the continuously maintained WHATWG HTML Living Standard. The familiar name “HTML5” remains in use, but today it is commonly a broad label for modern web technologies rather than a precise, current version number.

What is a web standard, and why does it matter?

A web standard is a shared technical specification that helps browsers and other software interpret web content consistently. HTML standards define how documents are structured and how elements and related browser behavior should work. Without shared rules, a page could behave differently in each browser, forcing developers to build separate versions and leaving users with inconsistent results.

Standards are developed through organizations and working groups, with participation from browser vendors, developers, and other interested parties. Their practical aim is interoperability: content and applications should work across browsers, while existing web content continues to function.

What does “HTML5” mean now?

HTML5 was once the name of a major revision of HTML. A 2014 W3C Candidate Recommendation described it as HTML’s fifth major revision and listed Ian Hickson, then affiliated with Google, among its editors alongside people affiliated with other organizations. That document is an important historical snapshot, not the current definitive specification: W3C’s 2014 HTML5 Candidate Recommendation.

Today, “HTML5” is often used informally to refer to modern web technologies as a whole. WHATWG’s developer edition answers “Is this HTML5?” with “Yes,” while explaining that the label is commonly used as a buzzword and that HTML itself is maintained as a Living Standard. In other words, there is no need to wait for a new numbered HTML release to describe ongoing changes.

Who maintains the HTML standard?

The current HTML specification is the WHATWG HTML Living Standard. WHATWG says it has maintained and evolved HTML since 2004. A Living Standard is updated continuously rather than treated as a finished document whose development stops at a numbered release.

W3C and WHATWG once worked together on HTML, but their goals diverged in 2011. As WHATWG recounts, W3C sought a finished HTML5 publication, while WHATWG favored continuous maintenance. In 2019, the organizations agreed to collaborate on a single version going forward. The history is therefore not a story of two competing definitive HTML standards today; the current standard is maintained as the WHATWG Living Standard.

What role does Google play?

Participation in standards work

Google has participated in standards work rather than acting as HTML’s sole author. The 2014 W3C Candidate Recommendation named Google-affiliated Ian Hickson as one of several editors. In a 2024 Chromium-hosted discussion, Chris Wilson—identified there as Google’s W3C Advisory Committee representative—described Google’s participation in W3C governance and standards work. The discussion frames interoperability as the purpose of standards; its transcript is automatically generated and may contain minor errors: Chromium Project’s 2024 discussion of web standards.

Browser implementation is a separate role

Google also contributes to Chromium and Blink, the browser engine used in Chromium-based browsers. Implementing a standard in a browser is distinct from maintaining the standard itself. Standards organizations and participants develop shared specifications; browser teams implement them and provide feedback about how they work in practice.

A 2024 UK Competition and Markets Authority working paper discusses Google’s statements about open processes in Blink and its work on standards and interoperability initiatives. Those statements should be understood as Google’s positions described in the context of a competition investigation, not as independent findings that settle every question about how browser standards work: CMA, “Google Working Paper 1: Browser competition and standards practices”.

How do standards and browsers work together?

  1. Participants develop a shared specification. Organizations and contributors work on definitions intended to give browsers and developers common rules.
  2. The standard evolves. In HTML’s current model, WHATWG maintains the Living Standard continuously rather than freezing development at a numbered HTML5 release.
  3. Browser teams implement the rules. Vendors build support into their browsers and engines. Implementation is not the same as ownership of the specification.
  4. Real-world compatibility informs the work. The aim is for web content to interoperate across browsers while preserving compatibility with the existing Web.

This division matters when evaluating claims about Google’s influence: its standards participation and browser-engine work are significant parts of the ecosystem, but neither makes Google the sole authority over HTML.
