Customer service outsourcing can give a company access to capabilities and operating capacity it does not have in-house, but it does not transfer away the company’s accountability for customers or their information. The strongest decision rests on a clear service scope, measurable customer outcomes, appropriate privacy and security controls, transparent commercial terms, active oversight, and a workable exit plan.

What customer service outsourcing can—and cannot—do

Customer service outsourcing means using an outside provider to handle some or all support operations. Depending on the agreement, that work may include answering customer contacts, resolving routine issues, escalating complex cases, and reporting on service performance. The practical value is access to a provider’s capabilities and operating model; whether that value justifies the relationship depends on the work, the provider, and the company’s ability to govern delivery.

PwC’s Global Service Study 2023 identifies capabilities, commercial attractiveness, and strategic direction as central considerations in assessing a contact-center partner. That supports evaluating more than price alone. It does not establish that outsourcing universally lowers costs or improves customer satisfaction. Those outcomes depend on the arrangement and should be treated as goals to measure, not guaranteed benefits.

Outsourcing is also not a handoff of all responsibility. Organizations remain accountable for important decisions about service quality, customer data, and the relationship with the provider. The exact legal duties depend on where the company operates, its industry, the information involved, and applicable regulations.

Potential benefits and the trade-offs behind them

Access to capabilities A provider may bring an operating model, expertise, or resources the company would otherwise need to develop. Confirm that the provider can handle the actual products, customer needs, channels, languages, and escalation paths in scope.
Commercial flexibility An external arrangement can be structured around an agreed scope and commercial model. Understand total terms, boundaries, pricing changes, and how changes in demand or scope are handled. A lower headline price alone does not prove a better deal.
Strategic capacity A partner may support an intended operating direction or let internal teams focus on other work. Set clear ownership and governance so that service decisions and customer outcomes do not become invisible outside the company.
Established partnership model Working with business-process outsourcing partners is common among the organizations in Gartner’s survey. Treat the relationship as an operating partnership that needs active improvement and oversight, not as a set-and-forget purchase.

Gartner’s abstract for its 2024 Customer Service Outsourcing Maturity Model reports that 84% of its survey participants worked with at least one BPO partner, and 56% said improving that partnership was a moderate or significant priority for 2024. These are findings about Gartner’s survey participants, not all organizations; they describe prevalence and priorities, not proof that outsourcing causes better results.

Risks to assess before signing

Customer experience can be weakened by a poor fit

A partner may be equipped for routine, high-volume contacts but not the complexity, tone, product knowledge, or escalation judgment your customers need. If the scope, training, authority, and escalation routes are unclear, fast handling can still produce unresolved issues or poor outcomes.

Privacy and security obligations do not disappear

A provider may process personal or sensitive information on the company’s behalf. The Office of the Privacy Commissioner of Canada says, in guidance for organizations subject to PIPEDA, that organizations remain responsible for personal information under their control when it is handled by a third party, and recommends contractual or other means to ensure comparable protection. The relevant duties differ by jurisdiction and sector; PIPEDA guidance is not a universal statement of every organization’s legal obligations.

Subcontracting and locations can complicate oversight

Work may involve subcontractors, multiple delivery locations, or systems operated by other parties. If those dependencies are not visible, the buyer may not know who can access customer data, who handles incidents, or how the service continues during disruption. The contract should identify the delivery chain and assign responsibility for it.

Speed metrics can hide poor outcomes

Short waits or high contact volumes do not show whether a customer’s problem was resolved accurately, whether a complaint was handled fairly, or whether the customer had to make repeated contacts. The UK Financial Conduct Authority recommends considering qualitative and quantitative information and customer outcomes rather than relying only on transactional measures such as contact rates and wait times.

Provider dependence can make exit difficult

Customer histories, workflows, reporting, and operational know-how can become tied to a provider’s systems. Without data access, portability, end-of-contract handling, and transition support, switching providers or bringing work back in-house may be disruptive. The Canadian privacy commissioner specifically advises organizations to consider retention and end-of-contract handling, monitoring mechanisms, and vendor lock-in or lock-out risks.

How to choose a customer service outsourcing partner

  1. Define the work and required capabilities

    Write down the contacts and tasks in scope, the channels and operating hours required, relevant languages, product and customer complexity, and the decisions agents may make. Specify how the provider should train staff, use company knowledge, and escalate exceptions. Ask candidates to explain how their capabilities match those actual requirements.

  2. Define customer outcomes and quality controls

    Describe what a good resolution means for the support work being outsourced. Ask how the provider reviews quality, handles complaints and escalations, identifies recurring problems, and reports on customer outcomes. Do not make response speed or contact volume a substitute for resolution quality.

  3. Map information and assess protections

    List the personal or sensitive information the provider will handle, why it needs access, and which provider personnel or subcontractors may use it. Review safeguards, access controls, retention, incident response, monitoring or assurance evidence, and arrangements for returning or deleting information. Have legal and security reviewers assess the rules that apply to your geography, sector, and data.

  4. Check the delivery model and resilience

    Confirm delivery locations, subcontracting relationships, continuity and recovery arrangements, and who is responsible when a site, system, or supplier is disrupted. Establish who contacts your team, how service is restored, and how a security incident is handled. The UK National Cyber Security Centre’s managed service provider guidance offers adjacent cybersecurity contracting advice; it is not a customer-service outsourcing regulation.

  5. Compare commercial and strategic fit

    Assess the full commercial terms alongside scope, service assumptions, change mechanisms, incentives, and the provider’s intended role in your operating model. Clarify how changes in contact volumes, products, or required capabilities affect the arrangement. PwC identifies commercial attractiveness and strategic direction alongside capabilities as partner-selection considerations.

  6. Agree governance and an exit before dependence develops

    Name the owners on both sides, set reporting and review cadence, define escalation and remediation, and state what review or audit evidence is available. Agree on data access and portability, return or deletion, transition assistance, and termination steps. Make sure information can be exported in a usable format and that the transition plan covers service continuity.

What to put in the contract and oversight plan

The agreement and operating plan should make responsibilities testable. The following checklist turns the main selection questions into items to document:

  • Scope and responsibility: services included and excluded, decision authority, escalation ownership, and each party’s obligations.
  • Service definitions and measures: definitions, calculation methods, data sources, and measures that reflect resolution and customer outcomes as well as speed or volume.
  • Quality and complaints: quality-assurance practices, review of customer interactions, complaint handling, escalation routes, and remediation when service falls short.
  • Information handling: permitted access and use, safeguards, retention, incident notification, return or deletion, and any monitoring or assurance evidence.
  • Subcontractors and delivery: approved subcontracting arrangements, locations, responsibility across the delivery chain, and continuity and recovery plans.
  • Governance: named contacts, reporting cadence, review meetings, issue escalation, and how corrective actions are tracked.
  • Commercial changes: scope boundaries, pricing terms, change procedures, and how changed demand or service requirements are handled.
  • Exit and transition: notice and termination steps, data export and portability, deletion confirmation, transition support, and a plan to maintain service while responsibilities move.

Requirements vary with jurisdiction, industry, data sensitivity, and service criticality. The FCA’s guidance supports a balanced view of service quality, while the Canadian privacy commissioner’s guidance addresses PIPEDA-oriented accountability and end-of-contract concerns; neither replaces legal review for a particular arrangement.

How to measure whether the partnership is working

Use a scorecard that connects operations to the outcomes the company wants customers to receive. Set definitions and data sources before service begins, then review results with qualitative evidence rather than reading a single metric in isolation.

The FCA’s consumer-support review reports that 13% of firms in an initial survey conducted in May 2024 said they did not carry out quality assurance on their support channels. That percentage describes the surveyed firms, not companies generally. It is a reminder to make quality review an explicit part of service governance rather than assuming it will happen.
