Set a customer-support SLA by defining exactly which requests it covers, what starts and stops each clock, the target for each priority or channel, the hours the clock runs, and who owns the work. A first response, an ongoing update, and a resolution are different promises; a useful policy makes each one measurable and achievable with the team’s actual coverage.

What a customer support SLA should define

A service-level agreement (SLA) is a measurable commitment about the service customers can expect. Zendesk defines an SLA policy as an agreed measure of response and resolution times delivered to customers. That is a useful starting point, but a target such as “reply within one hour” is incomplete unless customers and agents can tell which requests it applies to and how the hour is counted.

Write down the policy’s scope, metrics, targets, clock, ownership, and review method. Treat vendor examples as configuration illustrations, not universal standards: an appropriate commitment depends on customer expectations, request history, staffing, and the consequences of missing it.

Choose the metric before choosing the number

Metric What the customer commitment means Definition to settle
First reply How soon the customer receives the first agent response after making a request. Specify whether an automated acknowledgement counts. If the promise is meaningful contact, define it as a substantive public agent reply.
Next reply How soon the team answers after the customer adds a comment that needs a response. Define which customer comment starts the interval and what qualifies as the next reply.
Periodic update How long a customer may go without an update while the issue is still being worked. Set the maximum interval between public updates, especially when investigation or another team delays a fix.
Resolution How soon the team resolves the request. State whether this means first resolution or full resolution, and how pending time, customer wait, and reopenings affect the clock.

These are distinct outcomes. A quick acknowledgement does not promise a quick fix, and a resolution target does not tell a customer when they will next hear from the team. If a final fix depends on a vendor or lengthy investigation, an achievable update cadence can make the service promise more useful than an unrealistic resolution deadline.

How do I set SLAs for customer support tickets?

1. Define scope, audience, and priority

List the channels and request types covered, such as email, web forms, chat, messaging, or social support. State whether the policy differs by customer group, product, contractual commitment, or operating team. Explicit exclusions should be plain to customers and agents.

Define priorities using observable criteria that agents can apply consistently—for example, impact on service and urgency—not just labels such as “high” or “critical.” Keep the number of tiers small enough to classify reliably. Then specify the conditions that select a policy, including the ticket fields or customer attributes the system uses. Zendesk’s documentation notes that its SLA policy conditions require a value in the built-in Priority field for the rules to match (Zendesk SLA policy documentation).

2. Select only metrics that drive a distinct outcome

Start with a first-reply commitment. Add next-reply, periodic-update, or resolution targets only where they close a real customer-experience gap. For each metric, define the triggering event, qualifying response, stopping event, and treatment of waiting states before deciding on a target.

Platform definitions may differ from the plain-language promise. For example, Zendesk describes first reply as a public agent comment; its next-reply measure runs from the oldest unanswered customer comment to the next public agent comment, and its periodic-update measure looks at the interval between public agent comments (Zendesk SLA policy documentation; Zendesk metric guidance). Match the customer-facing definition to the platform’s actual event logic rather than assuming a private note or automatic acknowledgement fulfills a reply promise.

3. Set targets from service expectations and capacity

Use historical ticket data segmented by channel and priority, customer expectations, arrival patterns, support coverage, and the cost of a missed commitment. Review the proposed target with agents and teams that receive escalations. Pilot a new internal target and examine attainment before making it a contractual promise.

Zendesk suggests considering a 24-hour first-reply target for email and online-form requests and 60 minutes for social-media requests, while advising that targets align with industry and customer expectations (Zendesk metric guidance). These are vendor examples, not cross-industry benchmarks. Zendesk’s SLA documentation also gives configuration illustrations of a 10-minute response and two-hour resolution for urgent tickets, a 30-second first reply for messaging, and a one-hour first reply for normal-priority tickets in an example policy for eligible accounts (Zendesk SLA policy documentation; Zendesk first-reply setup documentation). None of these examples establishes a generally appropriate target for another organization.

4. Specify the clock and waiting rules

For every target, say whether time accrues in business hours or calendar hours. Define the timezone, weekends, holidays, and channel-specific coverage. Also state whether waiting on the requester, a vendor, or an internal team pauses the metric, and what status or event triggers that pause.

Zendesk allows SLA targets to use business or calendar hours and documents metric-specific behavior for pauses and fulfillment. The clock and waiting rules therefore need to appear in the written policy, not remain an undocumented platform assumption (Zendesk SLA policy documentation; Zendesk first-reply setup documentation).

5. Set internal ownership and escalation milestones

Keep the external commitment with the service provider even when multiple teams handle the request. Define who owns triage, assignment, the first response, each handoff, customer updates, and final resolution. Add internal acknowledgement and escalation deadlines that leave time to meet the customer-facing target; an internal handoff must not consume the entire customer response window.

Salesforce distinguishes an external SLA from operational level agreements (OLAs) between teams inside the service provider. Its examples show how internal milestones can support an external commitment: an audiovisual service request has a two-business-day completion target with internal steps of 8, 4, and 8 hours; a critical incident has a two-hour customer-facing resolution target supported by L1, L2, and L3 targets of 15, 30, and 60 minutes (Salesforce guidance on SLAs and OLAs). These are workflow illustrations, not recommended defaults.

6. Configure and validate actual ticket events

Before publishing a target, map each written definition to the events and statuses in the ticket system. Confirm the configuration against representative workflows instead of assuming labels correspond to the intended policy.

  • Check customer-created and agent-created tickets.
  • Confirm whether public replies, internal notes, and automated acknowledgements affect each metric.
  • Check chat and messaging separately from email or forms.
  • Review pending, on-hold, customer-wait, and vendor-wait behavior.
  • Test reopening, assignment changes, and tickets with missing priority values.
  • Verify that the policy selects the intended requests and that reporting reflects its start, pause, and stop rules.

Zendesk documents that first-reply fulfillment ordinarily depends on a public reply, that advanced settings can affect activation and fulfillment, and that some metrics pause under specified statuses. Its policy application also depends on ticket conditions and priority (Zendesk SLA policy documentation; Zendesk first-reply setup documentation). These behaviors make validation against the real workflow essential.

7. Review attainment and revise deliberately

Track attainment and breach rate by channel and priority, alongside ticket volume, staffing coverage, resolution outcomes, and customer feedback. Examine arrival-time patterns and demand spikes before attributing a change to agent performance or changing a target. Zendesk recommends monitoring response times by channel, considering changes in volume, and reviewing customer comments about reply times (Zendesk metric guidance).

When a target is routinely missed, investigate coverage, routing, priority definitions, configuration, and workload. Revise the commitment only after understanding the cause and checking that the new promise still matches what customers need.

What is a good first response time for customer service?

There is no single target established here as a cross-industry standard. A good target is one customers can reasonably expect for the channel and urgency, and the team can meet reliably with its actual staffing and clock rules. Set different targets where channel coverage or priority justifies them, and publish the scope and clock alongside the number.

Vendor examples can help illustrate how policies vary, but they do not establish what every support team should promise. In particular, Zendesk’s example values are not independent benchmarks or evidence that a specific response time improves satisfaction.

Should support SLAs use business hours or calendar hours?

Use the clock that matches the service customers can actually access, then state it clearly. Business-hours targets fit teams that provide support only during defined shifts, provided the policy gives the timezone, working days, and holiday treatment. Calendar-hours targets count time continuously and should not imply round-the-clock human coverage unless that coverage exists.

Different channels or customer commitments may need different calendars. Define when a clock begins, which intervals pause it, and how a request arriving outside coverage is treated. Without those details, two people can read the same “four-hour” target and calculate different deadlines.

What is the difference between response time and resolution time?

Response time measures how long it takes the team to reply; resolution time measures how long it takes to resolve the request under the policy’s definition. A first reply can confirm that a request is being handled without solving it. Next replies and periodic updates address the time between later customer contacts, while a resolution target applies to the outcome.

If resolution depends on investigation, a customer, or another provider, define how those waits affect the clock and keep a separate update commitment where appropriate. Explain whether a reopened request counts as a new resolution interval or continues the original one.

How do I track whether my support team is meeting its SLA?

Use reports that apply the same event and clock definitions as the customer-facing policy. For each channel and priority, review the number and share of requests met or breached, ticket volume, arrival patterns, coverage, resolution outcomes, and customer feedback. Break results down enough to reveal where delays occur, but keep priority categories consistent so comparisons remain meaningful.

Check that the platform’s status, comment visibility, priority, and automation rules match the written SLA. A report can be numerically precise yet misleading if, for example, internal notes stop a metric that customers understand to require a public reply. Use recurring misses to identify whether the cause is demand, routing, staffing, unclear classification, handoffs, or clock configuration before changing the promise.

Frequently Asked Questions

Should an automatic acknowledgement count as a first reply?

Only if the policy explicitly defines an acknowledgement as fulfillment. If customers expect a human or substantive response, keep the automated receipt separate from the first-reply commitment.

Should every support request have a resolution-time target?

No. Use a resolution commitment when the outcome and clock can be defined meaningfully. For work with uncertain dependencies, a clear update cadence can set a more dependable expectation while the team investigates.

What should happen when a ticket is reopened?

State whether reopening starts a new interval or resumes the original metric, and configure reports to follow that rule. The policy should also explain what qualifies as resolution in the first place.

Are vendor SLA examples industry benchmarks?

No. The examples cited above illustrate vendor documentation and configuration choices. They are not independent cross-industry averages, regulator-set response standards, or proof that those targets suit a particular support operation.
