Set a response-time promise your support team can meet, then state exactly what it covers: the channel, the expected window, the hours and time zone used to count it, and what customers can expect if the issue takes longer. A first response is not the same as a resolution. An acknowledgment can show that a request arrived; it does not mean the underlying problem is fixed.
Define what your response-time promise means
Before choosing a time target, decide which event the target measures. A service-level agreement (SLA) is a policy that specifies and measures support response and resolution times. It may set different targets for different ticket priorities. Zendesk’s documentation describes metrics including first response, resolution, and agent handling time; these measure different parts of the support experience.
First response, update, and resolution are different commitments
- First response: how long it takes the team to send its first qualifying reply after a request is created. Zendesk defines first reply time as the interval from ticket creation to an agent’s first public comment.
- Update: when a customer will hear from the team again if the issue is still being investigated. This can be a useful separate promise when a fix cannot be delivered quickly.
- Resolution: how long it takes to solve the customer’s issue. A quick first reply does not prove that the issue has been solved.
State which event your published target covers. If you publish a first-response target, do not describe it as a resolution guarantee.
Decide what counts as a reply
Set a clear boundary for what starts and stops the measurement. For example, decide whether an automatic receipt counts, or whether the clock stops only when a person sends a public reply. Explain that distinction in the policy if customers could reasonably mistake an automated confirmation for a substantive response. Zendesk’s first-reply definition refers to the first public agent comment; it does not establish that every support system or company must use the same rule.

Choose a target that matches the channel and operating hours
There is no universal response-time target established by the cited vendor materials. Zendesk gives 24 hours for email and online-form requests and 60 minutes for social media as examples of possible first-reply targets, and advises aligning targets with industry and customer expectations. These are vendor examples, not an industry-wide benchmark or a promise that every team can meet them.
Choose a target based on the support coverage you actually provide. A team that monitors a channel only during set weekday hours should not publish a promise that sounds like round-the-clock coverage. Consider channel, urgency, the clock used to count time, and whether the target concerns a reply or a resolution.

Business hours or calendar hours?
Zendesk documents SLA targets that use either calendar hours or business hours, but not both for the same target. For a business-hour target, the clock pauses outside the configured business hours and resumes when those hours begin. If you use that approach, publish the applicable schedule and time zone; otherwise, a phrase such as “within one business day” may be hard to interpret for customers in other locations.

Calendar-hour targets count elapsed time without the same business-hours pause. Make the chosen basis explicit rather than assuming customers will infer it from the number of hours.
Write a promise customers can understand
Keep the public wording short, concrete, and consistent with the way the team measures performance. Use a separate statement for channels or priority levels with different coverage. Fill in the schedule and target only after confirming that they match the operation.
We aim to send a human first response to [channel] requests within [target] during [days and hours, time zone]. If we need more time to investigate, we’ll send an update by [update point or interval].

This is a drafting template, not a quoted company policy. Replace the brackets with a target the team can deliver. If automated receipts are sent, clarify whether they count as the promised first response. If the team cannot commit to a predictable update interval, avoid promising one; instead, state how customers can check on an open request.
Publish the scope alongside the target
Put the promise where customers choose or use the support channel—for example, near the contact form or in the channel’s help information. Include any priority qualification and the hours and time zone that define a business-hour commitment. Ensure support agents use wording that matches the public promise, so a customer does not hear one target on the website and a different one after submitting a request.

These examples also show why a number without scope is incomplete: one is framed by channel, while the other specifies a business-day basis and names the channels covered.

- List the channels and coverage schedules. Record which team handles each channel, the days and hours covered, and the time zone used for business-hour calculations.
- Choose the measured event. Decide whether each commitment is for first public response, a subsequent update, or resolution. Define how automated receipts are treated.
- Set targets by channel and priority where needed. Use one target only where coverage and urgency justify it. If the policy has different priority targets, explain how a request qualifies for each level.
- Write customer-facing wording. Name the channel, target window, time basis, and what happens if the team needs longer. Avoid implying that a reply means the issue is fixed.
- Configure the tracking policy to match the wording. Align the system’s target event and business- or calendar-hour clock with what customers are told. Where business hours are used, configure the same schedule and time zone that the published promise describes.
- Check results by channel. Compare first-response performance with the target for each channel rather than relying only on an overall average that could hide a slower channel.
- Review customer feedback and adjust. Look at CSAT ratings and comments alongside target attainment. If customers are dissatisfied despite fast acknowledgments, investigate whether the replies are useful and whether the underlying issues are being resolved.
Monitor the promise and revise it when operations change
Track first response against the published target for each channel, and examine customer feedback, including CSAT ratings and comments. Zendesk recommends channel-level first-reply monitoring and considering customer feedback when assessing support performance. Read the measures together: meeting a fast acknowledgment target does not establish that customers received a useful answer or that their problems were solved.
Revisit a promise when coverage hours, channel mix, staffing, or customer feedback changes. If the team repeatedly misses the commitment, determine whether the published target, the configured clock, or the operation is out of alignment before changing the wording. A lower target that cannot be delivered consistently is less useful than a realistic commitment customers can understand.
