An AI agent does not pay simply because it can access a wallet. A payment involves several separate steps: a person or organization sets limits, the agent identifies a specific purchase, a payment provider makes a bounded credential available, and a merchant or service requests payment. A payment rail then authorizes and executes the transaction; settlement and any later refund or dispute depend on that rail. No single agent-payment protocol defines all of these steps or guarantees the same protections everywhere.

What happens when an AI agent makes a payment?

Think of an agent payment as a chain of jobs, not a single wallet operation. The user or organization supplies authority; the agent acts within that authority; a merchant or service presents a payment request; and the selected rail handles the movement and accounting of funds. Some systems also produce evidence linking the original instruction to the purchase.

  1. Set intent and limits. A user or organization defines what the agent may do, potentially including a budget, payment instrument, or purchase constraints. Google’s Agent Payments Protocol (AP2) describes an open mandate for representing such constraints.
  2. Resolve the purchase. The agent finds a merchant or digital service and settles on concrete items, an amount, or service terms. AP2 describes a closed checkout mandate for recording finalized purchase details.
  3. Present identity or authorization evidence. Depending on the implementation, the agent may provide signed intent or recognition information, mandate credentials, or another authorization artifact. That evidence can help connect the requested payment to the authority granted.
  4. Make a payment capability available. A wallet, credential provider, issuer, or payment service supplies the instrument or transaction capability. Its controls may include spending caps or protected key custody, but those are provider-specific features, not universal guarantees.
  5. Request, authorize, and execute payment. The merchant or service requests payment. The relevant rail or service verifies the request and applies its own rules before executing it.
  6. Settle and keep a record. Funds are settled according to the selected rail. Records should connect the purchase and service delivered to the authority and payment evidence, so errors, refunds, or disputes can be handled under that rail’s rules.

Why a wallet is not authorization

A wallet makes a payment credential or capability available; it does not, by itself, specify what an agent may buy, from whom, or for how much. Access to a card or account is therefore not the same as permission for a particular purchase. A system needs controls that bound the agent’s authority and a way to check the proposed transaction against them.

Controls vary by provider. Coinbase, for example, describes per-session and per-transaction caps for its own agent wallet service. That is a product-specific description, not evidence that every agent wallet enforces those limits or keeps its keys away from the model.

How authorization evidence can work

Open and closed mandates

AP2 frames a core question this way: “How can we verify that a user gave an agent specific authority for a particular purchase?” Its proposed answer uses chained, verifiable digital credentials. An open mandate records constraints before the exact purchase is known; a closed mandate binds finalized checkout details or an amount to the payment authorization. Together, these can help preserve a verifiable link between broad intent and a specific transaction.

A model’s interpretation of an instruction is not itself payment authorization. The payment system needs evidence that the user or organization authorized the actual purchase, rather than merely an agent’s claim that the purchase fits the request.

Authorization is not settlement

Authorization is the decision to approve or reject a requested payment under the relevant rules. Settlement is the movement and final accounting of funds on the chosen rail. A mandate or agent-identity assertion can support trust or authorize a request, but it does not move funds by itself. The rail and its implementation determine how settlement works.

How the main approaches differ

These approaches address different layers and should not be treated as interchangeable. A deployment may combine them—for example, using mandate evidence for authority and a separate payment flow and rail to request and settle the transaction.

What a payment request looks like in practice

HTTP-native requests for digital services

In an x402 flow, a client can request a web service and receive an HTTP 402 Payment Required response containing structured payment details. The client then returns payment authorization for verification. This pattern is suited to services that charge for individual requests, but the particular settlement method depends on the implementation.

Card-oriented payments

A card-based agent payment can use existing network authorization and tokenized credentials. The agent’s identity or mandate evidence may help establish that the purchase fits the delegated authority, while the card network and associated providers handle payment authorization and settlement under their rules.

Settlement, refunds, and disputes depend on the rail

Agent-payment systems may use card networks, accounts, stablecoins, or other on-chain mechanisms. A protocol that expresses authority or formats a payment request does not make those rails behave alike. Reversibility, refund handling, and dispute remedies depend on the chosen rail and implementation; there is no common remedy established across them.

That difference matters especially for frequent, low-value transactions. A Visa and Artemis report gives a snapshot of activity observed in the periods it describes: roughly $15.0 million in adjusted volume across 109.6 million transactions since x402 launched in May 2025, and about $25,000 across roughly 115,000 MPP transactions in the first few weeks after its mid-March 2026 launch. These are report-specific observations, not current lifetime totals or a direct comparison of equivalent periods. Visa and Artemis also note that conventional card fees and dispute processes can be poorly matched to high-frequency agent payments.

Visa says chargeback windows and evidence rules were designed around human-speed commerce and do not straightforwardly fit chains of agents paying agents. A sound implementation therefore needs to retain a useful record of the original authority, transaction request, service delivered, and outcome; the applicable rail still determines what remedies are available.

What the announcements do—and do not—show

Google’s AP2 announcement named more than 60 collaborating organizations. That figure describes the announcement’s partner set, not a current count of production deployments. Likewise, a protocol specification or company-described product feature establishes what its authors say the system is designed to do; it does not establish that all implementations offer the same controls, independent assurance, or real-world failure rates.
