South Korea introduced RFID infrastructure at its container ports in stages from 2005 to 2008. The system was designed to identify and track containers, trucks and cargo-handling equipment, while automating port-gate entry. It was a logistics identification and tracking program—not the same thing as the broader smart-port automation projects announced and opened years later.
When did South Korea introduce RFID at its cargo ports?
The Ministry of Land, Infrastructure and Transport’s 2008 account traces the port-logistics RFID pilot to 2005 and describes a staged expansion:

What did the RFID system track?
The ministry said the system automatically collected information about container and vehicle movements and provided tracking information to cargo owners, shipping companies and transport companies. A regulation effective May 1, 2010, defined the system around tags attached to container trucks, containers and cargo-handling equipment. Its listed components also included readers, electronic signs, warning lights, middleware servers, communications equipment and gate-automation equipment. What changed with the 2015 port-access cards?
In June 2015, the Ministry of Oceans and Fisheries described a program to standardize and issue RFID-chip integrated port-access cards for drivers and vehicles at 24 container terminals. The ministry estimated that a gate passage would take about 3 seconds with the card system, compared with about 10 seconds using barcode access—a reduction of about 70%. These are ministry estimates reported in the announcement, not independently measured results in that source.
How does the rollout differ from newer smart-port projects?
The historical RFID system focused on identifying port assets and recording movement. Later smart-port projects add automation of cargo handling, transport and operational control, so they should not be described as a continuation of the same RFID rollout without evidence.

What the figures say about port scale
South Korea’s trade ports handled 31.73 million TEUs of container traffic in 2024, including 24.4 million TEUs at Busan Port, according to the Ministry of Oceans and Fisheries.
