For shallow, slow-moving water during a one-off event, sandbags can be a low-cost temporary measure. For repeated use, a properly fitted doorway flood barrier is usually more practical—but only if its seals, installation and the building itself can withstand the expected water. Neither option is a guarantee against flooding, and neither makes it safe to disregard evacuation instructions.

How to choose between sandbags and a doorway barrier

Start with the likely flood conditions and the opening you need to protect. Compare water depth, speed and duration, how much warning you may have, the doorway’s dimensions and surfaces, and whether someone can install the protection before water arrives. Also consider the building: a barrier can transfer water pressure to the walls, floor and foundation.

Factor Sandbags Purpose-designed doorway barrier
Cost and effort Low material cost, but filling and stacking take time and physical labor. Requires an initial purchase and may need custom fitting or installation; deployment time depends on the system.
Fit and leakage Can be shaped around an opening, but gaps and seepage are possible. Plastic sheeting can help direct seepage. A fitted panel, gasket, channels and suitable anchorage can improve the seal, but fit and installation remain important.
Reuse and storage The City of Boston says sandbags cannot be reused. Wet or contaminated bags also need careful handling and disposal. Many temporary systems are reusable if cleaned, inspected, stored and maintained as instructed.
Suitable conditions Local guidance limits use to relatively shallow, slow-moving flooding; they are not suitable for fast flow, waves or storm surge. Suitability depends on the product’s rating and the building’s ability to withstand the expected depth, duration, velocity and pressure.
Effect on the site May redirect water or trap it against the building; consider drainage and neighboring properties. Dry floodproofing can impose substantial forces on walls, floors and foundations.

The World Bank says opening barriers can work when the rest of the structure is watertight and water level and velocity are low; it describes purpose-designed fittings as more effective than homemade boards and sandbags. That is not a guarantee for every building or barrier. World Bank guidebook.

When sandbags are a reasonable choice

Sandbags may make sense for a one-off event when the expected water is shallow and slow-moving, materials and help are available, and there is enough time to fill and place them. The City of Boston describes them as inexpensive but labor-intensive, and says they are not effective for storm surge with fast-moving water and cannot be reused. Guidance differs by locality. Boston describes sandbags as appropriate for slow-moving water up to 15 inches; Pinellas County recommends them for flooding below 15 inches and warns that they will not stop water completely or protect against waves and storm surge. How to place sandbags at a doorway

  1. Fill each bag halfway and tie it closed.
  2. Cover the lower part of the doorway with plastic sheeting secured with waterproof tape.
  3. Press the first row into gaps at the ground and door.
  4. Stagger later rows like bricks and stack above the anticipated water depth.

Boston estimates approximately 10 bags for an average-sized door. That is a local rule of thumb, not a universal quantity or performance guarantee. Filling takes time, and wet bags become heavy; the National Weather Service advises using sandbags only when there is sufficient time. When a purpose-designed barrier is the better fit

A removable flood shield or panel is often the more practical option if you need a reusable system and can verify that it fits the doorway and the building can resist the load. A panel’s advertised height alone does not establish that the complete installation is safe or watertight.

Check the opening, system and building

  • Measure the clear opening and check the sill and jamb surfaces where the system contacts the building.
  • Confirm the gasket, channels, anchorage and installation steps for the exact product.
  • Check the product’s rated water depth and duration, and whether its rating addresses relevant flow conditions.
  • Follow the storage, inspection and maintenance instructions; the barrier must be ready before water arrives.
  • Assess the floor slab, walls, foundation and other parts of the building that contact floodwater.

FEMA describes gasketed door shields as dry floodproofing: the contacting areas must resist flood forces and be sufficiently sealed. Its 2022 fact sheet says that, in specified contexts including concrete or masonry buildings in riverine flood zones, such shields can provide up to three feet of protection for flooding lasting less than 24 hours. Existing buildings may not be suitable for dry floodproofing at greater depths without qualified structural design. Fairfax County says such protection is generally limited to a few inches to slightly over a foot unless the building is specially engineered, and notes that some barriers require custom fitting. Preparation, drainage and safety

Both approaches need advance preparation. Sandbags must be filled and stacked; a panel must be retrieved, fitted and secured before water arrives. Do not assume there will be time to improvise: the National Weather Service warns that filling sandbags can take longer than expected. Availability of sandbags is local and can change; Pinellas County notes that its county pilot distribution program ended in 2025, with distribution varying by municipality. Either method can redirect water toward another property or trap it against the building, so consider where the water will go. A doorway barrier does not eliminate flood risk or make a home safe to occupy during an evacuation. Follow local emergency instructions. Boston guidance; Charlotte County flood-protection guidance.
